Project Background and Objectives

The DFID 'Delivering Accelerated Family Planning in Pakistan (DAFPAK): Lot 2 Public Sector Service Delivery' is a part of the DAFPAK programme funded by the Department of International Development (DFID). The 3.5-year programme aims to increase access to family planning services; and improve quality of client-centred services such that more women, including adolescents are able to safely plan their pregnancies and improve their sexual reproductive health. The expected outcome for the programme is 11.9 million CYPs generated by expanded access to FP services; 55,000 additional users of family planning and an increase in modern CPR from 26.1 at the baseline to 33.9.

Palladium and its consortium partners, Pathfinder, the Family Planning Association of Pakistan (FPAP), IPAS and Aahung will strengthen the quality of service provision in the public sector (across 30+ districts in three provinces Punjab, Sindh and KPK) by:

Increasing access to FP services:

  • Building capacities of government health/FP facility staff on integration of services, improving clinical quality and expanding the range of contraceptives offered.
  • Training community workers (LHWs) to expand the FP services that they offer.
  • Establishing new procedures in health facilities to better integrate services.
  • Improved quality of client-centered FP services:
  • Building capacities of the government health/FP facility staff on client-centered/unbiased counselling.
  • Building capacities of community workers on better, client-centered/unbiased counselling.
  • Building capacities of government health/FP facility staff on improving clinical quality.
  • Improving quality assurance systems involving district health management teams, including clinical waste management.
  • Beyond building capacities of district health teams, health facility staff and community-based workers, the project will focus on sustainably changing behaviours of providers, systemic changes and commitments through engagement with and TA to district and provincial level governments, health management teams, providers and communities.

Position Outline

  • The KP Provincial M&E Coordinator will be responsible for implementing M&E activities, based on Pub-SSD framework in KP. The M&E Coordinator will work closely with government system and the Pub-SSD project staff to track programme performance/indicators per M&E framework and data collection mechanism so that to measure access to and availability of the Family Planning services. Alongside, the KP provincial coordinator will serve as the Pub-SSD Management Information System (MIS) focal point to compile the project dataset for all three provinces.
  • The role will also contribute in establishing programme baseline, assessing the effectiveness of the programme, and applying iterative learning in coordination and support of technical teams. The Coordinator will supervise M&E officers per the project intervention districts in the respective provinces.


Key Responsibilities, Duties and Tasks

  • Implement M&E tools and processes in line to the project priorities and organizational requirements in close collaboration with the project staff
  • Ensure to collect data on standardized tools including data validity, integrity, precision, reliability and timeliness of the collected data and enter in the relevant database
  • Analyse and interpret data in close collaboration with district and provincial technical team members for planning and execution of the programme intervention
  • Provide timely feedback to the intended stakeholders (staff/partners and district health department and PWD) in collaboration with the Pub-SSD project team
  • Undertake periodic data verification and spot checks for identifying gaps and enabling the technical teams to improve further the quality and accuracy of the collated data
  • Maintain Pub-SSD project database with timely inputs from the district officers within the agreed timeframe in efficient manner
  • Serve as focal point to maintain the Pub-SSD Management Information System in collaboration and support of Punjab and Sindh Provincial M&E Coordinators
  • Assist input in implementation of quantitative/qualitative assessments, evaluations and sample survey.
  • Coordinate and work closely with provincial and district health and PWD counterparts and ensure a smooth working relationship with them
  • Understand well existing government data management including flow and feedback mechanisms, particularly DHIS, LHW-MIS, CMW-MIS and cLMIS
  • Represent Pub-SSD to the external stakeholders including donor and government agencies etc.


  • Qualification, Skills and Competencies
  • Relevant qualification in public health or epidemiology
  • Previous work experience of M&E system including relevant skills/familiarity with database management, particularly health programmes including Family Planning
  • Experience in implementing RME plans and results frameworks for large and complex programmes
  • Computer proficiency in SPSS, EPI- info, FoxPro /MS Access/ Excel
  • Ability to analyse and interpret (identify trends and patterns) large and complex datasets and epidemiological analysis
  • Demonstrated report writing skills
  • Willingness to conduct frequent travel and live in remote rural field sites
  • Excellent interpersonal, influencing and diplomatic skills including awareness of constraints while working in a complex and challenging environment
  • Ability to liaise effectively with a range of stakeholders, including project partners, donors, private sector, NGOs, and government departments
  • Fluent in local languages, particularly Pashto and Urdu
