Job Description

Project Overview and Role:

The Pacific Labour Facility facilitates seasonal and longer-term work opportunities for Pacific workers to Australia through the Pacific Labour Scheme. It connects Australian employers with Pacific workers, supports the administration of the PLS and provides targeted support to SWP.

The PLF is managed by Palladium and provides the backbone of Australia’s future support for circular labour mobility in the Pacific under the direction of the Department of Foreign Affairs and Trade (DFAT). The PLF has been established as a trusted intermediary in connecting Australian employers with Pacific workers.

The Labour Mobility Engagement Manager will be responsible for developing and implementing a program of assistance to PNG government agencies and other in-country stakeholders to ensure effective engagement of PNG in Australian Government labour mobility programs. The position will work to improve the supply of quality workers to these programs and also maximise the development impacts of the programs for workers, their families and their communities.

Primary Duties and Responsibilities:

Under the direction of the Labour Mobility Supply Lead the Labour Engagement Mobility Manager, PNG will:

  • Work closely with the Australian High Commission and other stakeholders to identify and adopt the most appropriate strategy to ensure effective engagement of PNG in Pacific Labour Mobility programs.
  • Consult the PNG government and its labour sending authorities to determine their objectives for labour mobility and establish a common understanding of their existing capacities and future requirements to enable improved labour mobility participation in PNG.
  • Develop and implement a program of assistance to PNG government agencies and other in-country stakeholders to ensure effective participation of PNG in Australian Government labour mobility programs.
  • Regularly undertake political economy analysis to inform program implementation.
  • Facilitate linkages between Labour Sending Units, ministries, labour agents, bilateral programs, the Australia Pacific Technical Coalition and community groups to harness synergies between actors and programs that support growth of labour mobility in PNG
  • Manage country-level planning and budgeting, incorporating needs analysis of sending country capacity development and institutional strengthening as required.
  • Implement initiatives to increase the supply of Pacific Labour Scheme and Seasonal Worker Programme participants, in line with PNG government plans and objectives, and to meet Australian industry demand.
  • Design and implement a pilot program that will trial a new mechanism for identifying, screening and deploying workers from an identified number of pilot PNG Provinces and / or Districts to send to Australia through the Australian Government’s Seasonal Worker Programme and Pacific Labour Scheme.
  • Facilitate improvement of quality of worker pool for deployment to Australia through the design and delivery of processes that support worker recruitment, including capacity building assistance and training to participating government agencies/recruitment agents and other relevant stakeholders.
  • Encourage government ministries and labour sending units to actively lead annual planning, marketing, monitoring, reflection and learning to ensure they meet employer needs and worker welfare needs.
  • Develop a monitoring, evaluation and learning framework for PNG’s engagement in labour mobility programs, including documenting successes, challenges and lessons learned that can be used to inform program scale up of pilot programs and other initiatives.
  • Work closely with the PLF employer engagement team in Australia and PNG stakeholders to support marketing activities that enhance awareness of the potential benefits of PNG workers amongst eligible employers.
  • Deliver training, either one-on-one or to large groups and facilitate workshops to SWP and PLS stakeholders.
  • Support reintegration initiatives by leveraging connections with other DFAT funded programs and in-country networks. Promote inclusion across all aspects of labour sending activities, including equality, disability and child protection.
  • Ensure communication, cross-learning and sharing of tools across the Pacific Labour Facility team. Participate as a member of the PLF team and contribute to planning and reporting activities.

Required Qualifications:

The Labour Mobility Engagement Manager will possess the following qualifications and experience:


  • An an existing understanding of current issues in relation to circular labour mobility within the PNG context, including related policy and regulatory frameworks, and the ability to translate these to implementation (or the ability through good familiarity with PNG government systems to quickly acquire this understanding);
  • Tertiary qualification in a relevant discipline, and experience working in a project management, and/or partnership brokering role;
  • A demonstrated ability to build respectful, productive and sustainable working relationships with a variety of PNG and Australian stakeholders (including partner government, civil society and the private sector) and working together to achieve results;
  • Demonstrated ability to work autonomously with limited supervision;
  • Demonstrated skill and experience at convening and facilitating productive interaction between diverse groups of people;
  • Experience working with programs in the Pacific with a strong understanding of gender equality concepts and issues (previous work with partners at national and sub-national government levels in PNG is a significant advantage for this role);
  • Excellent interpersonal skills and the ability to build and maintain effective working relationships with a range of different individuals and organisations across countries and time zones;
  • High level proficiency in Word, Excel, PowerPoint and web browsers;
  • Ability to work to deadlines, and to balance competing priorities;
  • Be able to travel regionally and internationally as required.
