In support of the CAMRIS-implemented, USAID/Nepal Monitoring, Evaluation and Learning (MEL) Activity, we seek a Lead Researcher to carry out a systematic review of the existing evidence collected by USAID/Nepal related to resilience. The main deliverables for this work will include: a) a report synthesizing the findings, identifying common themes and/or evidence across the various sources, and identifying gaps in evidence; b) a two-page summary, and c) a presentation of the findings and key recommendations to discuss the implications of resilience in Nepal, per USAID’s definition.
The overall purpose for this learning is to document the iterative learning from the various resilience research, data, and evaluations; and apply those findings to USAID strategic planning and develop tools and compelling evidence for integrating resilience across USAID programming.
The guiding questions for the synthesis include:
- What are the most effective intervention strategies [contributors] to increase resilience capacities or reduce vulnerability among households, communities, institutions and systems in Nepal? Similarly, what are the most important contributors to the well-being outcomes of interest in Nepal?
- To what extent does each of these capacities contribute to resilience in Nepal? How similar is this across all groups in Nepal (specifically, across caste/ethnicity, sex, geography and age groups)?
- What are the unique opportunities for strengthening these capacities and how might they be capitalized on?
- What constraints exist to building these capacities?
- What are the primary shocks and stresses Nepal experiences, and how do households, communities, institutions and systems respond to each of these shocks and stresses differently? What are the impacts of these shocks and stresses on building resilience in Nepal?
The Lead Researcher will manage the entire process, including drafting the assessment design and analysis plan and leading the presentations and discussions with the Mission and Partners. S/he will:
- Identify, collect, prepare, and analyze the background literature.
- Develop a draft report, revise the report based on internal and external input, and submit a final report.
- Develop a PowerPoint presentation on findings, conclusions, and recommendations; revise the presentation based on internal input; and present the presentation to USAID/Nepal.
- Provide quality control and respond to technical input from CAMRIS for all deliverables.
- Guide effective communication with other team members, relevant USAID/Nepal staff, and USAID/Nepal partners.
- Coordinate closely with CAMRIS Kathmandu and HQ staff.
- Ensure quality and timely delivery of all deliverables.
- A graduate degree in a relevant field.
- An experienced specialist in monitoring, evaluation, or research, with 8-10 years of experience.
- Experience working on issues of measuring resilience as it pertains to international development, crisis response, or economic growth.
- Experience in comparing and consolidating findings from different studies, identifying commonalities and gaps, and drawing conclusions is required.
- Experience in making recommendations based on the conclusions is preferred.
- A solid understanding of qualitative research skills, particularly on systematic review, and strong analytical and writing skills.
- Excellent oral and written communication skills in English.
- Writing samples from recent assessments, evaluations, or reports and three professional references will be requested.
