Job Description

Background

UNDP, as part of its early recovery response, is implementing a program “Community Infrastructures and Livelihood Recovery Programme (CILRP)”. The program is implemented using existing UNDP project – Livelihood Recover for Peace (LRP). CILRP, UNDP is seeking a qualified Project Engineer to facilitate and support District Coordinators in implementation of the project activities in assigned districts within earthquake affected areas.

The objective of this programme is to rehabilitate community infrastructure in restoring access to basic services and livelihoods stabilization in the most affected districts – Sindhupalchowk, Dolakha, Kavre, Rasuwa, Dhading, Gorkha and Nuwakot. CILRP achieves this objective by building and reconstruction of community infrastructure combined with livelihood opportunities for the earthquake affected people. Currently, CILRP is being implementing with the funding from government of Thailand.

Duties and Responsibilities

Under the direct supervision of the Team Leader, Community Infrastructure and Livelihood Recovery Programme (CILRP), the Livelihood Promotion Officer (LPO) will be responsible for supporting livelihood recovery component of CILRP to effectively respond to communities’ livelihood needs.

More specifically, the Livelihood Promotion Officer will be responsible for the following:

  • Develop livelihoods improvement strategy for target groups and train, orient implementing partners to support them to implement their livelihood improvement strategies;
  • Guide Implementing Partners (IPs) to design and implement livelihood initiatives especially for the earthquake affected people;
  • Assist farmers/beneficiaries for business plan development, appropriate technology, marketing, financial services etc.;
  • Carry out research study to identify and assess most potential livelihoods promotion needs and strategy for earthquake affected people;
  • Provide technical support to farmers’ associations/cooperatives and the beneficiaries/users groups of the community infrastructure schemes for their livelihood promotions and income generation activities;
  • Coordinate with local, provincial, and national levels line agencies particularly Agriculture Development Office, Livestock Office, Division Cooperative Office and Municipal Government of the program areas to explore partnership for the technical inputs and the implementation of livelihood initiatives;
  • Explore opportunities for the partnership with other development organizations for enhanced synergy and coordination;
  • Assist UNDP in preparing concept notes and technical papers for the future programming in the area of livelihood promotion and employment creation linking with agriculture development;
  • Ensure Gender Equality and Social Inclusion (GESI) is fully adopted as per UNDP global and national policy in all Livelihood supported activities;
  • Perform any other duty assigned by Team Leader

Required Skills and Experience

Education: Completion of Master’s degree in Agriculture, Economics, Social Sciences or any other relevant field.

Experience:

  • The candidate should have at least 5 years of experience in livelihoods development, income generation, value chain etc.;
  • Demonstrated track record to design and implement agriculture/ non-agriculture-based livelihood development project;
  • Experience and knowledge of UNDP policies and procedures and experience from previous UN assignments would be an asset.

Language Requirements: Fluent in both spoken and written Nepali and English

Other:

  • Well versed in computer applications like Word, Excel and PowerPoint.
  • Good report writing skill is highly preferable.
