FAO Afghanistan is investing, across all 34 provinces, in resilience reinforcing actions that focus on protecting agriculture livelihoods and local ecosystems, boosting local production of nutritious foods and cash-incomes, and safeguarding critical agriculture sectoral development gains achieved over the past couple of decades through revitalizing rural markets and economy. In 2023, FAO will contribute to the humanitarian components of the UN Strategic Framework 2023-2025 through four priority actions: (i) Safeguarding Wheat Seed Security, (ii) Enhancing Local Production of Nutritious Food, (iii) Livestock Protection and Dairy Sector Support, and (iv) Restoring Irrigation Structures to Boost Cash Incomes. FAO will also contribute towards resilience building activities and longer-term transformational processes as part of the implementation of the UN Strategic Framework 2023-2025.
Under the overall supervision of the FAO Representative, the direct supervision of the project Technical Advisor and the Head of the Livestock technical team, and in close coordination with the Head of the Field Program Team and Head of Risk Analysis team and the Regional Statistician.
The primary objective of the International Livestock Census Data Analysing Specialist is to provide technical expertise in analysing and interpreting livestock census data. The specialist will work closely with the government and relevant stakeholders to generate actionable insights and recommendations for policy formulation and decision-making in the livestock sector.
The incumbent will be responsible for the following tasks:
Review the methodology and framework of the International Livestock Census.
Collect and compile raw data from the census, ensuring data quality and accuracy.
Conduct comprehensive data analysis using appropriate statistical methods and software.
Develop data visualization tools, such as charts, graphs, and maps, to present the analyzed data in a user-friendly manner.
Identify key trends, patterns, and challenges in the livestock sector based on the analyzed data.
Collaborate with relevant stakeholders, including government agencies, research institutions, and development partners, to validate findings and gather additional insights.
Prepare detailed reports and presentations highlighting the analysis results, key findings, and recommendations.
Assist in the formulation of evidence-based policies, strategies, and action plans for livestock sector development.
Provide technical guidance and capacity-building support to government officials and stakeholders on data analysis and interpretation.
Candidates Will Be Assessed Against The Following: Minimum Requirements:
Advanced degree (master’s) in statistics, economics, agricultural economics, or a related field.
At least 7 years’ professional experience in experience in data analysis, preferably in the livestock sector or agricultural development projects.
Working knowledge (level C) of English and limited knowledge (level B) of one of the other FAO languages (French, Spanish, Arabic, Chinese or Russian) for consultants.
Technical/Functional Skills
Work experience in more than one location or area of work, particularly in field positions is essential.
Relevant experience in data analysis, preferably in the livestock sector or agricultural development projects.
Relevant experience in technical statistical software packages, such as SPSS, STATA, or R
Previous experience with the UN is an advantage.
Ability to establish effective working relations with persons of different national and cultural backgrounds.
Extent and relevant experience in developing various strategic programming/technical documents and liaising with relevant stakeholders.
Excellent analytical and problem-solving skills
Excellent organizational skills.
Familiarity with FAO methodologies for the census of agriculture (WCA) and livestock statistics.
Experience working with governments in developing countries.
Excellent oral and written communication skills in English.
