The M&E Coordinator role is to support the unit manager in the development of M&E systems, tools and procedures and in the implementation of quality M&E for the projects and programmes. The CO level M&E Coordinators will also assist and support the capacity building of Plan staff and partners on M&E, participate in processing, analyzing and reviewing learnings, findings and outcomes of projects and programmes and administer the programme module of SAP as well as support other programme units in carrying out functions on SAP.

This position will support the projects of “Girls Lead Program”, “Youth Health Program” and “LEAD/SRH SPAD”

Dimensions of the Role

The post holder reports to the M&E Manager and in collaborating with Projects Managers, is responsible for support the development of the project M&E tools, procedures and mechanisms particularly with feedback relevant to the field level. This position works closely with Project Manager, Program Unit Managers and frontline staff in collecting data, monitoring progress, evaluating project, sharing and helping develop reports, generating learning and performance Management 

  • Responsible for providing technical oversight & support for establishing a monitoring system for the project, procedures and mechanisms particularly with feedback relevant to the field level, presentation of findings to the project management and building the partner staff competencies on M&E.
  • Work with the Project Manager and the concerned staff for the development and the finalization of the project implementation plan for ensuring that project design in proposals is logically sound, beneficiary-informed and contextually appropriate, based on learning from previous projects and technical best practice, and includes a Theory of Change and SMART logic model.
  • The Monitoring and Evaluation Coordinator will promote and facilitate the participation and feedback of community members, including girls, boys and vulnerable groups, sponsored children and their families in the MER activities relating to the projects in their communities.
  • Responsible for ensuring that detailed and feasible project monitoring plans are developed in a satisfactory way.
  • Work with project and support staff to ensure that monitoring activities are adequately resourced, with sufficient project and support staff and adequate budget;
  • Work with project and support staff to ensure that the project work plan includes monitoring activities (or that a stand-alone monitoring work plan is in place), is up-to date and progress tracked.
  • Work with project and support staff to develop, translate, pilot and finalize data collection tools as needed;
  • Assist in training of staff in data collection methods, management, analysis and action techniques.
  • Work with the Project Manager and the Field officers to ensure that data is collected and entered into databases & BTT &/or the data platform on a regular basis;
  • Responsible for providing consistent, supportive supervision to strengthen staff performance as necessary to meet monitoring objectives and ensure data quality;
  • Responsible for conducting data quality audits of the project to identify and resolve systemic problems affecting data quality, and documenting;
  • Assist in conducting regular analysis to (1) compare data against project milestones, targets, and quality expectations; (2) identify issues requiring further attention;
  • Work with project and support staff to track progress on action points related to implementation of M&E activities;
  •  Work with project and support staff to provide M&E inputs for reports written during project implementation;
  • Support in the development and analysis of the project baseline, mid and end line surveys;
  • Provide the M&E inputs for needs assessment and survey report writing;
  • Provides inputs from survey and assessment data for tracking of overall progress on projects, programs and strategic priorities.
  • Assist in identifying, documenting, storing and sharing lessons learned that have implications for refinement of best programmatic practice.

 Safeguarding Children and Young People and Gender Equality and Inclusion (GEI)

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
  • Ensures that Programme staff are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team;
  • Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

Technical expertise, skills and knowledge

Essential

  • A University degree in relevant subject.
  • Minimum 2-3 years of Monitoring and Evaluation experience preferably with an international organization.
  • Experience in planning and facilitating training/workshops.
  • Fluent written and spoken English and Arabic language skills required.
  • Strong analytical skills and the ability to process large and complex data.
  • Demonstrated writing skills (report writing, proposal, and concept paper writing)
  • Experience working with children and understanding their special needs.
  • Experience with rights based participatory MER approaches.
  • Excellent interpersonal communication skills and team work abilities.
  • This position requires high computer literacy with a full knowledge of office applications.
  • Understanding of and commitment to the promotion of gender equality, child protection and inclusion of the most vulnerable.   
  • Ability to work under pressure and meet multiple deadlines and targets.

  • Support program managers and staff to design and implement evidence based solutions for gender transformative programs, and to provide monitoring and quality assurance support on the ground.
  • Measure progress in gender and inclusion outcomes, analyse gender-relevant data and document the results/changes in social norms and recommendations in reporting on programmes.
  • Analyse data and evidence (including research findings) from a gender and inclusion lens.
  • Challenges sexual harassment and other forms of gender based violence and confronts both overt and subtle forms of inequality, exclusion and/or discrimination in the workplace and in public
