Job Description

NRC in Iraq:

The unfolding crisis in Iraq is one of the most complex humanitarian emergencies in the world today, with millions of uprooted Iraqis, and hundreds of thousands of Syrian refugees. For the past several years, millions of people have been displaced from and within Iraq as a result of military operations. At the end of 2015, the Iraqi Security Forces (ISF) began a military operation to enter and retake control of parts of the country under the control of armed opposition groups, especially in the Anbar governorate. Civilians have been caught in the crossfire.

NRC has been present in Iraq since 2010, with offices located in Baghdad, Erbil, Dohuk, Kirkuk and Mosul. We have scaled up our response across Iraq to meet the large-scale crisis facing the country, reaching Iraqis with emergency assistance and supporting Syrian refugees as they live in exile. Our goal is to always be prepared to work in new settings, so we are establishing more local partnerships in Iraq. Additionally, NRC is part of the UNICEF and WFP-led Rapid response mechanism (RRM), which enables us to reach newly displaced populations with the most urgent life-saving assistance.

Today, NRC is one of the biggest cash providers in Iraq. Our emergency assistance also includes distributing food rations, hygiene kits, water and basic non-food items (NFIs). In the winter months, we also provide blankets and heaters. We pay particular attention to gender equality and ending gender-based violence (GBV).

M&E Coordinator (National Position)-Re-advertisement:

The role of the M&E Coordinator is to establish and implement systems to promote evidence-based decision-making, programme and project performance, and internal management. The M&E Coordinator will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness. Within this context, the AO M&E Coordinator will manage the M&E Field Team in Dohuk AO and build up their capacity by identifying and supporting the implementation of effective, cost-efficient and meaningful M&E systems.

Responsibilities:

  • Support the process to establish CO and program level M&E systems.
  • Ensure that agreed M&E systems are implemented across the AO.
  • Supervise and manage the M&E team within the AO scope (Dohuk, Kirkuk and Erbil).
  • Support and/or participate in the development of guidance and frameworks for CO procedures, policies and processes that assist in institutionalizing and supporting M&E in the country office.
  • Participate in program design and proposal discussions, including support on the theory of change development, log frame design, and budgeting for M&E.
  • Provide leadership and support to project and area managers in planning and standardizing M&E across projects
  • Identify M&E related needs of project managers, coordinators project and field staff and assist PMs in budgeting resources accordingly.
  • Encourage and support the absorption of lessons and recommendations at the area office level, emerging from various AO (grant reviews, after action reviews, grant closures) and CO events (evaluations, assessments, technical visits, learning reviews)
  • Facilitate data analysis and improving programme staff data literacy (and usage of institutional platform geared toward this) that supports strategic decision making, learning, and accountability.
  • Support and contribute to the development of a data management system for programme and M&E data.
  • Capacity building and training of programme and M&E support staff on M&E technical and conceptual areas.
  • Understand accountability system and support improvements through liaising with Country Office Accountability staff, while at the same time help on promoting accountability to the area offices.
  • Lead the M&E team active participation in conducting needs assessments along with program teams.
  • Provide regular reports to the AMs, PMs and M&E manager at the CO.

Our Ideal Candidate: A university graduate in a relevant field with Previous experience in an international NGO in an emergency setting, including M&E capacity and systems development. and especially in complex and volatile environments. Fluency in English, Kurdish and Arabic are an advantage. Knowledge of humanitarian principles and code of conduct.
