CHAI has been working in India since 2004 in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States’ levels on an array of high priority initiatives aimed at improving health outcomes. Currently CHAI works across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis-C, tuberculosis, cancer and immunisation.

Mumbai District Tuberculosis Control Society (MDTCS) is a society registered under the Bombay Public Trust Act, implementing Revised National TB Control Programme (RNTCP) in Mumbai.

Project Background

India has the highest burden of Tuberculosis (TB) in the world, accounting for more than 27% of the global TB incidence. The changing epidemiology of TB within Mumbai is characterized by the disproportionate accumulation of disease in certain vulnerable populations often concentrated in vulnerable settings, resulting in a TB & DRTB incidence higher than in other urban and rural areas.

Mumbai has provided an example of improved urban health services, in terms of scaling up the administrative capacity of the programme, as well as investing in the delivery of services through the Mumbai Mission for TB Control. With the changing epidemiology, availability of new diagnostic modalities, treatment and adherence technologies, Mumbai is moving towards TB free Mumbai by 2025. Focused activities have been strategized to eliminate TB in Mumbai by 2025.

We are seeking a highly motivated individual with outstanding credentials for the role of M&E Lead. The individual will report to the City TB Officer and support the Mumbai District TB Control Society in monitoring and evaluation of TB free Mumbai initiatives across the city. She/he will develop necessary tools and processes and support the City TB Officer and District TB Officers in monitoring various TB Free Mumbai initiatives. She/he will coordinate closely with the City TB officer and other key stakeholders.

M&E Lead Position

The M&E Lead will empower district officials to monitor TB free Mumbai initiatives and drive decisions on scaling up of activities across the city.

We are seeking a highly motivated individual with outstanding credentials, strong analytical abilities, and communication skills. The candidate must be self-driven, entrepreneurial, and adaptable and have a high level of comfort with ambiguity. They will be expected to work closely with RNTCP staff and work independently with limited oversight. They must be able to push the thinking of program staff and drive results. Responsibilities

  • Develop M&E plan for the TB Free Mumbai Mission (2019-2025) in consultation with MDTCS
  • Support District TB Officers in setting up robust M&E systems and processes Provide proactive feedback to partners to improve data quality.
  • Develop data management tools, dashboards, analytics frameworks and innovations to ensure continuous and harmonized data collection, validation, analysis for monitoring and evaluation of project performance
  • Synthesize program performance data/information and promote its use in decision making for program service delivery and resource allocation through leading analyses, discussions with MDTCS
  • Support the district TB officers to monitor implementation of TB free Mumbai mission activities by setting up regular work plan reviews, reports, organizing and participating in field visits, initiating data reviews and conducting district level evaluations
  • Support the standardization of data collection formats and provide technical inputs on the Management of data at all levels
  • Compile, consolidate, analyse the data collected and support the city TB office to assess the progress in project implementation
  • Regularly analyse the data captured in national TB database and provide summary of findings and recommendations. Work closely with city TB officer and district TB officers to address gaps, if any
  • Lead the data quality assurance role in city
  • Conduct regular trainings of district staff to strengthen understanding of data systems and reporting
  • Perform other duties as required by the MDTCS

Qualifications

  • Master's degree in public health/epidemiology or a related technical field with at least 5 years work experience. An advanced qualification in public health/epidemiology is an added advantage
  • Demonstrated understanding of both quantitative and qualitative research methodologies
  • Familiarity with conducting statistical analyses using relevant software such as R, Stata, SA, etc. and high levels of proficiency in Microsoft Office applications
  • Previous experience managing M&E aspects of health related research projects
  • Exceptional diplomatic and interpersonal skills and ability to build relationships
  • Excellent organizational and problem solving skills and ability to meet deadlines
  • Strong communication skills, including the ability to prepare compelling presentations

  • Ability to evaluate systems holistically and advise on effectiveness of programs or procedures
  • Ability to identify key gaps and recommend practical, realistic interventions for operational improvement
  • Highly entrepreneurial with strong self-motivation
  • Excellent communication (written and verbal) skills with creative thinking capabilities
  • Ability to work independently on complex projects and proactively manage projects with minimal supervision
  • Ability to multi-task and to be effective in high-pressure situations
  • Practical project management experience
