Job Description

Background

The UNDP Youth Empowerment Programme supports young peoples’ meaningful engagement in civic life and gainful employment. UNDP believes that as a large chunk of the population young people, if invested in, can bring about positive lasting changes at societal level. This programme directly supports communities, especially youth, in various areas in Pakistan including conflict-prone areas, to strengthen their capacities to mitigate conflict risks and strengthen social cohesion.

At the institutional level, the project will support provincial governments to respond to the changing context with new reforms for delegation of authority, with the objective of contributing to further legitimacy of state institutions. Additionally, the project will contribute to more conflict-sensitive UNDP programming in Pakistan

Under the guidance of the National Programme Manager, the Monitoring & Evaluation Officer will be expected to provide technical expertise and lead on M&E across Youth Engagement Programme and support reporting both to donors and UNDP corporate.

The Monitoring & Evaluation Officer will be expected to maintain a strong working relationship and ensure in-depth follow-up with government actors, civil society organizations (national and international), universities and relevant local institutions/sectors. He/she will also be required to remain aware and engaged with M&E personnel of other entities/organizations working in this field, seeking collaboration where possible. The Monitoring & Evaluation Officer is expected to bring in-depth knowledge of M&E methodology, relevant M&E efforts in Pakistan and leverage good practice/lessons learned globally and nationally. Given programmatic areas and nature of work, the Monitoring & Evaluation Officer will be expected to propose and engage in innovative approaches.

Duties and Responsibilities

Summary of key functions:

  • Primary focal point and custodian of the Monitoring and Evaluation Strategy of the project and its effective implementation;
  • Ensure continuous knowledge sharing across project offices on best-practices in M&E in line with requirements of the Government and UNDP;

  • Design and implement Monitoring and Evaluation framework/strategy/system based on Logical Framework Analysis (LFA) of the Project to assess timely and quality implementation of activities to achieve results (outputs, outcomes and impacts), including work plan, targets and indicators;
  • Review, adopt, test and modify existing/available monitoring tools, techniques and methods to suit the specific needs of the Project;
  • Facilitate baseline study for benchmarks and assessing progress and achievements;
  • Take lead in establishing data collection procedures and database.
  • Provide support to NPM in planning, reporting and documenting experiences and lessons learned;
  • Keep track of all ongoing/completed/planned project activities to ensure consistency with project implementation timelines;
  • Compile quarterly and annual progress/reviews and Performance Implementation review reports based on the inputs from NPM and stakeholders;
  • Facilitate annual and periodic implementation review and assessment exercises;
  • Develop quarterly and annual Project work plans and travel plans for monitoring and evaluation purposes with input from NPM and stakeholders;
  • Develop targets and performance indicators to be included in the monitoring system for Project activities, annual reviews and special studies,
  • Update the NPM in all aspects of the Project including and advise on strategic issues for successful execution of the Project;

Ensure continuous knowledge sharing across project offices on best-practices in M&E in line with requirements of the Government and UNDP;

  • Prepare and implement training plans for enhancing M&E capacities of the national and provincial project team and its partners;
  • Design participatory and web based M&E reporting system accessible to the Project team and partners;
  • Document bottlenecks, problems and issues and propose effective solutions
  • Keep close liaison with NPM in all Project activities including supervision of field activities, and take interest in technical aspects of the Project, interaction with communities and representatives of line departments in the Project area, especially regarding long term sustainability the Project;
  • Document and disseminate lessons learnt and best practices to the national and provincial line agencies and NGOs

Required Skills and Experience

  • Education: Master’s Degree in political, economic or social sciences or related field. Studies in International Development desirable
  • Experience: At least ONE year of relevant experience at the national or international level in monitoring and evaluation of development projects, experience in infrastructure and security sector would be an asset
  • Language Requirements: Demonstrated proficiency in oral and written English and Urdu. Knowledge of other local languages is an asset
