Job Description

Background

Monitoring and Evaluation Officer works under the supervision and guidance of the National Project Manager. Based on the strategic framework, he/she will design and institutionalize participatory M&E systems for the Project, undertake monitoring and quality assessment of project activities in close coordination with Provincial Project Coordinators, and support External Midterm Review and Final Evaluations. M&E Officer works closely with the Communications and Reporting Officer, to supply the latter with substantive project progress related information, for communications, visibility and reporting purposes.

The Monitoring and Evaluation Officer (M&EO) works in close coordination with UNDP’s Environment and Climate Change and Operations Units to ensure consistent service delivery complying with UNDP rules and donor’s requirements.

The Government of Pakistan has recognized the threat from GLOFs in its National Climate Change Policy and in its National Determined Contribution to monitor changes in glacier volumes and related GLOFs. Flood hazards are already greater than what the national public finance can manage. To be able to strengthen capacities of vulnerable communities to address the GLOF issue urgently in the scale that is needed, the Government of Pakistan needs financial support from international donors. As a result, it has secured GCF resources to upscale ongoing initiatives on early warning systems and small, locally-sourced infrastructure to protect communities from GLOF risks. The interventions proposed for scale-up by this project will be based on activities implemented in two districts that have demonstrated success. In these districts engineering structures like gabion walls have been constructed and automatic weather stations, rain gauges and discharge equipment have been installed. Rural communities receiving this support were able to avoid human and material losses from GLOF events. The proposed GCF project will expand coverage of interventions to fifteen districts in the Khyber Pakhtunkhwa and Gilgit-Baltistan provinces. It will strengthen the technical capacity of sub-national decision makers to integrate climate change and disaster risk management into medium- and long-term development planning processes

Duties and Responsibilities

Summary of Key Functions:

  • Primary focal point and custodian of the Monitoring and Evaluation Strategy of the project and its effective implementation;
  • Ensure continuous knowledge sharing across project offices on best-practices in M&E in line with requirements of the Government, UNDP and GCF;

  • Design and implement Monitoring and Evaluation framework/strategy/system based on Logical Framework Analysis (LFA) of the Project to assess timely and quality implementation of activities to achieve results (outputs, outcomes and impacts), including work plan, targets and indicators;
  • Review, adopt, test and modify existing/available monitoring tools, techniques and methods to suit the specific needs of the Project;
  • Facilitate baseline study for benchmarks and assessing progress and achievements;
  • Take lead in establishing data collection procedures and database.
  • Provide support to NPM in planning, reporting and documenting experiences and lessons learned; and guidance to provincial Project coordinators (PPCs) in data collection and reporting; as well as in assessment of results and quality of activities;
  • Keep track of all ongoing/completed/planned project activities to ensure consistency with project implementation timelines;
  • Compile quarterly and annual progress/reviews and Performance Implementation review reports based on the inputs from NPM, PPCs and stakeholders;
  • Facilitate annual and periodic implementation review and assessment exercises;
  • Develop quarterly and annual Project work plans and travel plans for monitoring and evaluation purposes with input from NPM, PPCs and stakeholders;
  • Keep abreast of new methods and techniques with regards to M&E of project activities based on GCF M&E guidelines;
  • Develop targets and performance indicators to be included in the monitoring system for Project activities, annual reviews and special studies,
  • Develop briefs/special reports as and when required;
  • Update the NPM in all aspects of the Project including and advise on strategic issues for successful execution of the Project;

Ensure continuous knowledge sharing across project offices on best-practices in M&E in line with requirements of the Government, UNDP and GCF;

  • Keep abreast of all existing Government, UNDP and GCF M&E requirements, and any modifications to them, and ensure its universal application across the project;
  • Prepare and implement training plans for enhancing M&E capacities of the national and provincial project team and its partners;
  • Design participatory and web based M&E reporting system accessible to the Project team and partners;
  • Keep close liaison with NPM and PPCs in all Project activities including supervision of field activities, and take interest in technical aspects of the Project, interaction with communities and representatives of line departments in the Project area, especially regarding long term sustainability the Project;

Document and disseminate lessons learnt and best practices to the national and provincial line agencies and NGOs;

Required Skills and Experience

Recruitment Qualifications

Education: Master’s degree in public administration/policy, business administration, economics, programme evaluation, management information systems or a closely related field

Experience:

  • At least 2 years of experience in design and implementation of M&E/MIS in development projects implemented by national/international NGOs/UN bodies/ Government
  • Experience in the developing participatory M&E systems and analyzing data, using statistical software, would be advantageous;
  • Experience in designing tools and strategies for data collection, analysis and production of reports;
  • Proven ICT skills, especially in the development of MIS software, using database software;
  • Good organizational management and technical skills with track record of implementation and monitoring of community-based projects.

Language Requirements: Demonstrated proficiency in oral and written English and Urdu. Knowledge of other local languages is an asset.
