Job Description

We are currently looking for Monitoring, Evaluation, Accountability and Learning (MEAL) and Reporting Manager to be based in Kabul, Afghanistan.

Role Purpose

The Monitoring, Evaluation, Accountability, and Learning (MEAL) and Reporting Manager is responsible for managing an effective MEAL system to monitor and document how Save the Children is influencing and changing the lives of girls under the STAGES project.

STAGES (Steps Towards Afghan Girls' Educational Success) is a four year consortium project, implemented in partnership with AKF, Care and CRS. Now at the beginning of STAGES' 2nd year, Save the Children is seeking a MEAL and Reporting Manager to strengthen and manage MEAL systems for the remainder of the project.

The role will help identify programme needs and priorities; review progress and quality of programming; support increased accountability to children and adults; and develop reports and communication products for the STAGES project.



  • Education to BSc/BA/BEng level in a relevant subject.
  • At least two years of Monitoring, Evaluation, Accountability & Learning experience in a developing country context.
  • Knowledge of design and application of qualitative and quantitative monitoring and evaluation techniques in a developing country context.
  • Demonstrated ability in management of complex databases and analysis of quantitative and qualitative data.
  • Capacity to produce high-quality reports in English.
  • Experience working through systems of community participation and accountability, including previous experience of supporting feedback and complaints mechanisms.
  • Experience of supporting child-focussed programming, in particular education or child protection projects.


  • Master's Degree in a relevant subject.
  • Previous experience working with Save the Children.
  • Specific experience of working in consortia projects.
  • Specific experience of managing MEAL for DFID-funded projects.
  • Experience or knowledge of working and living in conflict-affected areas.



  • Proven capacity to supervise, train and coach staff, including through remote support.
  • Ability to work collaboratively and to foster a culture of monitoring and evaluation across the organization.
  • Highly developed influencing, communication and interpersonal skills, including ability to communicate technical issues effectively and persuasively to internal and external stakeholders.
  • Commitment to and understanding of Save the Children's aims, values and principles including rights-based approaches.
  • Advanced skills in database development and management.
  • Proven capacity to do both qualitative and quantative analysis including operational experiences in MS Excel, Access for database management and SPSS/STATA for data analysis

Desirable: Previous experiences in Participatory Methodoloies i.e. PRA

Contract length: 12 months
