Job Description

Chemonics is seeking a MEL data management officer for Manahel, the follow-on to the DFID-funded Idarah program helping 300,000 children (50 percent girls) in Syria gain access to safe, inclusive education while achieving basic learning outcomes. Manahel will focus on establishing strong, measurable results that maximize the programme’s resources. The officer will be responsible for the management of Manahel’s MEL data, ensuring it is of high quality and backed-up on a routine basis. Responsibilities include:

  • Develop Kobo forms for field data collection, including school site visits
  • Clean and analyse Kobo data for incorporation into programme reports
  • Train field staff on using Kobo for data collection and provide troubleshooting assistance
  • Follow-up with field staff on Kobo toolbox data collection and oversee data quality
  • Revise the needs assessment based on the updated humanitarian needs overview (HNO) information and present it when needed
  • Develop Tableau formulas to triangulate data from different sources
  • Develop secure Tableau dashboards to be presented to programme staff and DFID
  • Visualize findings from data on PowerBI as needed
  • Provide maps with data at a sub-district level
  • Prepare source data including monitoring and evaluation data on grants for computer entry by cleaning, compiling, and sorting information
  • Maintain data entry requirements
  • Combine data from multiple files when needed and purge files to eliminate duplication of data
  • Secure all MEL data by completing regular data backups
  • Prepare an access database in which Excel files can be imported to feed into a 4Ws (Java-based) database
  • Collect and clean data for periodic reporting on the 4Ws
  • Prepare all required data for DFID’s online reporting system
  • Assist the MEL team in developing tools for logframe indicators for quarterly data collection


  • Bachelor’s degree in a relevant field is preferred, or equivalent experience
  • At least 3 years of experience in data management and reporting
  • Experience in grants management is highly desired
  • Experience supervising host country local personnel
  • Ability to work with culturally and geographically diverse staff
  • Demonstrated analytical, organizational, and written communication skills in English
  • Demonstrated leadership, versatility, and integrity
  • Previous experience working in the Middle East and on programmes in insecure environments is desirable
  • Advanced knowledge of Microsoft Excel and PowerBi is required, and additional experience with Kobo toolbox and Tableau is preferred
  • Professional speaking, reading, and writing proficiency in English and Arabic required
