Job Description

Chemonics seeks a monitoring, evaluation, research, and learning (MERL) advisor for the anticipated USAID-funded Urban Health Initiative in Afghanistan. The purpose of this project is to provide targeted support to strengthen the Afghan health system by improving its governance and management; increasing access to, availability, and quality of primary and secondary health and nutrition services; promoting the adoption of optimal health and nutrition behaviors; and strengthening health awareness and information dissemination. The program will enhance the Afghan Ministry of Health’s capacity to support the necessary health systems and policies required to improve outcomes through improved use of effective, sustainable, accessible, and high-quality health and nutrition services across Afghanistan. The MERL advisor will oversee the collection, analysis, processing, and use of project data; report against Afghanistan Urban Health Initiative performance indicators and results; develop methods and milestones to monitor the project’s progress towards its goals; and contribute to program strategy to ensure that activities and assignments are carried out as planned and the program objectives are being achieved. Responsibilities include:

  • Support the chief of party by leading design and implementation of the MERL plan
  • Develop and ensure application of effective data collection, tracking, and reporting to monitor activity outputs and program quality
  • Oversee the design and development of monitoring and evaluation (M&E) tools and templates
  • Implement primary data collection efforts based on project needs, including site visits to complete surveys or assessment and cooperation with local consultants or firms
  • Supervise a MERL team in Afghanistan that works with M&E specialists in Washington, D.C.
  • Train and mentor project staff and consultants in the use of M&E methods and data collection tools
  • Champion knowledge management through sharing evaluations and lessons learned from the program
  • Develop a thorough understanding of the project’s data collection abilities, data processing procedures, and stakeholder needs
  • Efficiently track, analyze, report, and update objectives, activities, indicators, and results over the life of the project to be consistent with the work plan
  • Input data and participate in report production including formatting, layout, and design
  • Ensure the integrity and relevance of data collected to support project achievements, and suggest timely adjustments to better serve project objectives and priorities
  • Carry out other duties as assigned


  • University degree in a relevant field required
  • At least of four years of demonstrated experience in program monitoring, evaluation, research, and learning
  • Demonstrable skills and experience developing M&E tools, data analysis, data use, and assessments
  • Experience in designing and implementing operations research and other studies
  • Demonstrated experience working with USAID-funded monitoring and evaluation systems highly preferred
  • Excellent communication skills, with demonstrated ability to write technical reports
  • Experience in health preferred
  • Computer literacy in word processing, spreadsheets and preparation of graphs, tables, and charts with Microsoft Office (including Word, Excel, and PowerPoint)
  • Demonstrated leadership, versatility, and integrity
  • Fluent spoken and written English and proficient Dari or Pashto
