Job Description

As a member of the FFP Global M&E team, the M&E Specialist/Data Scientist will provide data analysis and M&E technical support to FFP, FFP partners and USAID Missions. The position has three broad responsibilities: (a) conduct econometric analyses of survey and monitoring data to answer specific questions identified by FFP; (b) provide M&E technical support to FFP staff, Mission staff, and implementing partners; and (c) develop capacity of FFP staff and partners through improved guidance and training.

Working closely with Non-Government Organizations (NGOs) and Public International Organizations (PIOs) the M&E Specialist/Data Scientist will support the effective management of FFP resources by providing technical assistance to FFP and its partners implementing emergency and non-emergency food security programs. The selected candidate will take direction from the FFP M&E Team Lead and be assigned to the FFP M&E Team within the Technical, Learning and Planning Division. The successful candidate will review partner M&E materials including theory of change, M&E design and indicator selection and reporting, as well as analyze data, undertake longitudinal analyses of programs, respond to taskers, and prepare and present reports and studies related to FFP emergency and non-emergency programs.

The selected candidate will be a member of the multicultural FFP global M&E team working with a variety of clients including FFP global, technical, policy, learning, and program design, teams; contractors, technical and implementation partners, USAID Missions, and Regional Offices. Therefore, it is extremely important for the candidate to be a strong team player, have strong client base service orientation, and be sensitive to timely delivery of outputs. The selected candidate is expected to travel approximately 30% time to developing countries to co-facilitate M&E workshops, improve analytical capacity of FFP partners, conduct trainings on annual monitoring, review partners M&E systems, provide technical assistance to partners, and conduct data utilization workshops.

Essential Functions:

  • Review M&E plans for FFP projects, including indicator selection, data collection, data management, quality assurance, and reporting
  • Analyze FFP data and partners’ data to support FFP decision making process and partners
  • Strengthen data analysis capacity of FFP staff and partners’ staff
  • Coordinate with FFP field missions, and partners to provide technical support to strengthen FFP partner M&E systems in the region
  • Provide technical support to FFP officers in country Missions as they develop and implement country monitoring plans and analyze and report findings
  • Keep abreast of trends in M&E and apply knowledge to improve the M&E of FFP’s food assistance, food security and the underlying causes of hunger
  • Update and manage information systems for monitoring data


  • Master’s degree with minimum of 6 years’ professional experience or a PhD with 4 years’ professional experience in the field of data analysis and modeling to answer research questions and monitoring and evaluation. Relevant degree and/or specialization in a quantitative field preferably in Economics, Agricultural Economics, Development Economics, Applied Sociology and or Anthropology with a focus on quantitative methods, Biostatistics, Statistics, or Mathematics.
  • Professional experience in bi-variate and multi-variate analyses using advanced econometric models, program monitoring, including designing monitoring systems, indicators, developing M&E plans, data quality assessments, survey techniques, qualitative investigation, and statistical analysis. The successful candidate must have working experience in developing countries.
  • While not a requirement, familiarity with FFP emergency response and non-emergency program monitoring and evaluation systems will be a plus.


  • Advanced level of data analysis and multivariate modeling skills using Stata, SPSS, and/or other data analysis applications
  • Demonstrated experience in
  • designing, conducting, and presenting applied analytical studies.
  • providing M&E technical guidance and assistance to partners or projects on food security, nutrition, and/or economic growth programs.
  • working on food security/ economic growth/ or nutrition indicators, and M&E systems.
  • design and implement qualitative studies and quantitative surveys.
  • analysis of performance reports and ability to independently assess and suggest improvements of program’s/project’s Theory of Change, Logical Framework, and or Results Framework.;
  • Excellent verbal and written communication skills and demonstrated ability to provide accurate reporting
  • Ability to prepare ad hoc reports, project documentation, and briefing papers
  • Demonstrated experience in working in multi-cultural teams with strong work ethic
  • Ability to work in high-pressure environments and manage multiple projects under tight deadlines
