Job Description


Under the overall guidance of the Deputy Chief of Mission (CoM), the direct supervision of the Migration Health Coordinator in IOM Libya, and in close coordination with the Operations Manager, Voluntary Humanitarian Return (VHR) team and Regional Humanitarian Assistance Programme (HAP) Coordinator for the Middle East and North Africa (MENA) in Cairo for health assessment activities; the successful candidate will be responsible for assisting the Migration Health Coordinator with the development, coordination and implementation of migration health programmes.

Core Functions / Responsibilities:

Assist the migration health assessments programme of IOM Libya by supporting health assessments (HA) of migrants in the VHR/ Assisted Voluntary Return and Reintegration (AVRR) and resettlement programmes, provide technical supervision and monitoring of IOM medical staff in IOM Libya, check that the following activities are performed in accordance with the technical requirements of the resettlement countries:

  •  Medical examinations;
  •  Imaging;
  •  Laboratory testing;
  •  Vaccinations;
  •  Tuberculosis (TB) management;
  • Treatment and referrals;
  •  Pre-departure procedures and medical movements;
  •  Documentation, certification and information transmission;
  •  Other technical areas as may be required; and,
  •  Exhibit professional integrity during all stages of the medical screening procedure, complying to all ethical and quality assurance processes.

Organize clinical stabilization of the migrants with medical conditions before the departure flights; arrange with health services in the public and private sector health programs, laboratories, hospitals, physicians etc for this purpose, if and when needed.

Recommend training needs and opportunities, organize and provide trainings, including on-the-job trainings.
Assist in the pre-departure treatment and pre-embarkation assessments of 'fitness to travel' as required, maintain current relevant records and reports, supervise the implementation of treatment and follow-up actions for cases on medical hold after health assessment.

Participate in the organization of mobile missions if applicable. Supervise migration health support staff. Ensure quality control, manageable workload distribution, scheduling and on-call coverage to support health assessment activities and processes as well as travel health assistance.
Ensure quality control standards are consistently applied for each service area within the Migration Health Division.

Collect and process migration health data according to guidelines established within the mission. Draft regular and ad-hoc reports covering migration health assessment activities.

Maintain collaborative relationships with various partners to facilitate follow up and relevant information sharing. Partners include internal IOM departments, other health providers, panel physicians, Embassies, other UN agencies or Non-Governmental Organisations (NGO) and others as applicable.
Monitor budgetary expenditures of the migration health assessments in close coordination with the mission's finance staff.

Maintain confidentiality and security of migration health data in accordance with the IOM Data Protection Principles, including but not limited to communicating with the receiving countries.
In coordination with the Migration Health Coordinator, contribute to the development of project proposals and research activities on migration health by selecting and summarizing background information, assessing local context for planning and administration of projects and activities, and drafting segments of proposals.

Perform such other duties as may be assigned.

  • Required Qualifications and Experience:


  • University degree in Medicine from an accredited academic institution with at least four years of professional experience; or
  •  University degree in Medicine from an accredited academic institution plus Master’s Degree in Community or Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine or other related fields from an accredited academic institution with two years of relevant professional experience.


  •  Minimum of four (4) years, post-graduation, (post internship in countries with mandatory internship programs) continuous clinical experience, preferably in a multidisciplinary hospital setting. The last clinical posting should be within the last five years;
  •  Valid license to practice within country is of added value;
  •  Experience in managing and implementing medical evacuations and medical escorts, aviation medicine experience is an advantage.


  •  Proven skills and experience in coordinating and managing multidisciplinary teams in management/supervisory roles, preferably within the pre-departure health related activities and medical examinations;
  •  Demonstrated ability to supervise and direct staff and create team-oriented environment;
  •  Demonstrated ability to identify, approach, and coordinate with stakeholders of diverse backgrounds and various levels of expertise;
  •  Demonstrated ability and willingness to work in difficult areas/situations.


  • IOM’s official languages are English, French, and Spanish.
  • For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
