Job Description

Position Purpose

Reporting to the Regional Program Director and with the strategic support of the Senior Director of Mines to Markets, the Mines to Markets Results & Measurement Coordinator acts as the key point of coordination, preparation and submission of all reports relating to Pact’s Mines to Markets Programs in the Great Lakes Region.

Key Responsibilities

1. Reporting and submission of iTSCi reports (Rwanda):
• Submission of monthly iTSCi reports and annexes (including Master mine list and incident reports summary);
• Submission of iTSCi bi annual reports;
• Ensure that reports are supplemented by photographs or other visual material which will increase its interest and accessibility;
• Ensure that the reporting process is aligned fully with donor requirements and schedules;
• Ensure the preparation and submission of success stories from the project in line with the reporting requirements;
• Ensure the timely submission and update of baseline studies.

2. Supervision of two iTSCi reporting officers (DRC and Burundi):
• Review and comments of monthly iTSCi reports for DRC and Burundi before the submission of the reports to the donor;
• Review, comments and submission of iTSCo biannual reports for DRC and Burundi before the submission of the reports;
• Ensure that reports are supplemented by photographs or other visual material which will increase its interest and accessibility;
• Ensure that the reporting process is aligned fully with donor requirements and schedules;
• Ensure the preparation and submission of success stories from the project in line with the reporting requirements;
• Ensure the timely submission and update of baseline studies.

3. Supervision of the iTSCi Regional Data Collection Manager
• Liaison with the iTSCi Project Managers on any protocols, data collection issues, data errors, or other reporting issues as identified by the iTSCi Data Management Team;
• Design and carry out staff trainings on iTSCi reporting, data management, and protocols as required ;
• Participate in the ongoing redesign of the ITRI Central Database;
• Liaise with ITRI for any question of data management and quality.

4. Management of iTSCi incident reports
• Ensure that all incidents reported either through the official process or identified from field reports are recorded accurately with due consideration to verification of information and confidentiality of sources;
• Ensure that the parties involved in the incidents are informed and have the right to respond, as well as being informed of follow up actions;
• Ensure that the appropriate monitoring bodies are informed in a timely and appropriate fashion and that they discuss, act, and report back;
• Ensure maintenance of an up-to-date database and an appropriate level of analysis of the incidents to enable the reporting of basic statistics;
• Ensure that all steps, decisions, actions are recorded accurately in a format where they will be accessible to auditors or other authorized bodies;
• Liaise directly with the iTSCi Steering Committee as required;
• Update the incident report matrix and protocol, in accordance with OECD Due Diligence Guidance and donor requirements;
• Develop the whistle blowing mechanism procedure and coordinate follow up;
• Develop appropriate training material for staff in relation to drafting of incident report and resolution;
• Regular update on security situation, in the project areas (DRC, Burundi, Rwanda).

5.Communication within iTSCi program
• Liaise directly with the iTSCi Steering Committee as required, under the direction of the iTSCi Regional Director and/or the Senior Director of M2M
• Act as communication focal point for all reporting and data aspect with the donor;
• Regular communication towards project managers for DRC, Rwanda and Burundi to provide useful updates on the program, with authorization and inputs from the Regional Program Manager;
• Weekly meetings (skype) with ‘iTSCi reporting team (narrative and data)’ to discuss priorities for the week and ongoing issues;
• Submission of weekly reports to the Regional Program Director on activities of the past week, priorities for the following week and inputs required from the Regional Program manager.

6. External communications
• Monitor all requests for information from journalists, researchers, others, including requested and unexpected site visits and, in coordination with Pact’s Marketing & Communications and M2M Communications teams, respond accordingly keeping key stakeholders informed;
• Participate in visits by Pact staff, donors, dignitaries, others, to M2M projects in the GLR;
• In coordination with the Regional Technical Director and the Senior Director, M2M, liaise with national and international partners as needed for the effective implementation of iTSCi and other M2M activities in the GLR;
• Represent Pact at local, national and international meetings and other events as required.

7. Data management and R&M for M2M programs in the Great Lakes Region
• Support the Regional Technical Director in coordinating data collection, analsysis and reporting activities across the M2M portfolio in the Great Lakes Region with a specific emphasis on projects which are linked to iTSCi;
• Collaborate with Pact’s Results & Measurements team in learning, developing, and applying new/improved data collection, management and analysis techniques including the use of new technologies;
• Participate in, and subsequently pass on, trainings in new R&M techniques and resources;
• Support the R&M officers in other M2M projects in the GLR in developing and implementing R&M plans and tools.

8. Other duties as may be required

Basic Requirements

•Bachelor’s degree required; Masters’ degree preferred.
•Two years relevant experience
•Excellent verbal and written communication skills
•Strong sense of responsibility, personal initiative, and follow-through;
•Ability to work independently in a fast-paced, multi-task environment;
•Ability to work as part of a team and to coordinate across departments;
•Ability to travel in remote areas
•Must be fluent in English and French

Preferred Qualifications

•Experience in the Great Lakes region preferred
•Understanding and/or experience in the artisanal mining sector in Africa a plus
