The enjoyment of the highest attainable standard of health is one of the fundamental rights of every human being without distinction of race, religion, political belief, economic or social condition. The mission of WHOs Health Programme (TheProgramme) is to help countries, and coordinate international action, to ensure access to quality and timely health care, and support health system resilience and development. Coordination and monitoring of all country office programmes under different categories is crucial for good planning, result based reporting, and better alignment with different partners & stakeholders.

Description Of Duties:

  • Proactively participate in the development and strengthening of national Monitoring and Evaluation systems, including but not limited to establishing partnerships with national coordination entities and NGOs with sound information management capabilities.
  • Conduct the evaluation of Country activities and ensure reporting on implementation and identify lessons learned, best practices and trend analyses that will result in effective planning on Country Office activities such as emergency response initiatives and other public health programmes.
  • Conduct data collection and facilitate the adaptation of indicators for monitoring the national situations and responses, together with appropriate mechanisms for harmonizing and promoting effective synergies among partners and stakeholders.
  • Coordinate the screening of potential partner organizations and propose and develop an Indicator Framework to monitor performance.
  • Evaluate the quality of work of partner organizations using newly developed M&E tools, regular meetings, and follow-ups.
  • Collaborate to the development and implementation of strategic planning processes with emphasis to participatory reviews of national programmes as well as conduct the preparation, collation, and dissemination of Public Health reports.
  • Develop standardized methods of capturing the data information elements that are required internally and externally to support coordination and decision-making.
  • Provide regular briefings on Project Cycle Management, monitoring and evaluation, fund raising…etc. with key members of partner organizations.
  • Analyze and synthesize the Country Office's contribution to the response on public health programmes including any emergency response activities in parallel with other UN partner collaboration activities.
  • Prepare background documents, concept papers, situation analysis, monthly technical reports on implementation of Country Office programmes and NGOs' activities.
  • Provide technical input in designing a Result Based Management project and drafting a fund-raising proposal.
  • Collaborate with Health Cluster/working group in identifying public health baselines, health specific interventions that are evidence based; synergize the integration and incorporation into related work plans ensuring compliance with existing reporting requirements.
  • Support the development and improvement of data sharing procedures to strengthen efficient monitoring within country office programmes.
  • Perform all other related duties as assigned.

Required Qualifications:
Education:

  • Essential: University degree in Public Health, Epidemiology, Information Management Statistics, Social Sciences, or related field.
  • Desirable: Advanced university degree (master's level or above) in information management, public health, epidemiology, economics, international development, public or business administration from an accredited/recognized institute. Certified training in monitoring and evaluation.

Experience:

  • Essential: At least two years of related experience in monitoring and evaluation projects, methodologies, and tools, including experience in emergency operations or humanitarian context.
  • Desirable: Experience in UN organizations/agencies, international institutions, or NGOs.

Skills:

  • Demonstrated knowledge of dealing with local partners and NGOs.
  • Strong skills in the assessment, monitoring, analysis and evaluation of emergency health situations and other public health activities.
  • Concrete skills in the collection and collation of data to conduct evaluation.
  • Excellent interpersonal skills and ability to work under pressure.
  • Proven ability to communicate effectively.
  • Tact, discretion, and ability to promote consensus. Excellent Presentation Skills.
