ABOUT WFP:

The World Food Program (WFP) of the United Nations is the organization that leads the fight against hunger worldwide, working with communities to improve their nutrition and strengthen their resilience, supporting 80 million people in around 80 countries every year. WFP supports countries in saving lives and livelihoods in times of crisis and emergencies. It also assists governments in supporting resilience in food security and nutrition so that no one is left behind, addressing the growing challenges posed by climate change, as well as the increase in inequality.

Over the past 48 years, WFP's role in Peru has gradually moved from providing food aid to strengthening food security and nutrition capacities at the national, regional and local levels. Today, its main function is to be a key partner for food security and nutrition and thus improve the government's response to the increasingly complex challenges.

Beginning in 2018, WFP will begin to implement its new five-year strategy, which has been designed in consultation with the Government of Peru. During the 2018-2022 period, WFP will focus on three strategic objectives:

  • Government, private sector, academia and civil society in Peru will be mobilized together to help eradicate hunger and malnutrition by 2030
  • The groups most vulnerable to the risks of malnutrition in Peru (malnutrition, anemia, overweight / obesity) will improve their nutritional status in 2022
  • National and subnational institutions must improve their capacities to administer policies and programs of food security, disaster preparedness and social protection by 2022.

The strategy proposes an important change in the model in such a way that WFP Peru can meet the expectations of the Government. This includes a new advocacy, partnership and convening function that will make WFP a more visible and politically engaged actor that will work to generate a commitment and achieve the Sustainable Development Goal 2: Zero Hunger of the United Nations, at all levels of Peruvian society. A more systematic approach to generating evidence and creating relevant information will increase WFP's levels of political influence and strengthen its credibility with its government counterparts, donors, partners and the public. WFP will benefit from its experience working with local governments to support the development of differentiated, culturally appropriate and gender-sensitive social programs at the regional level. South-South cooperation in the areas of nutrition, disaster risk reduction and adoption of social protection response programs will be encouraged. Finally, WFP will focus on building partnerships with the private sector, civil society, the academic world and all state institutions, including the congress. The generation of evidence and monitoring and evaluation will be important components of this strategy. The information and data generated will not only serve to render accounts but also for the learning processes on which the success of this new strategy depends. culturally appropriate and with a gender perspective at the regional level. JOB PURPOSE: The Monitoring and Evaluation Assistant will be responsible for monitoring and evaluation activities of the Office, Projects and Public Policies. Will work under the supervision of the Senior Associate of Programs in Monitoring and Evaluation.

KEY ACCOUNTABILITIES (not all-inclusive):

  • Support in the design and implementation of instruments and tools for data collection and analysis.
  • Collect, record, process and analyze data for the PMA Monitoring and Evaluation and projects.
  • Follow up on the planned activities, providing pertinent information and provide alerts for the timely attention of possible deviations that affect the fulfillment of the objectives of the PMA, Projects and Priority Public Policies.
  • Maintain updated information systems, information records and documentation of the WFP monitoring and evaluation plan and projects.
  • Control the consistency of the recorded information.
  • Provide statistical information from primary and secondary sources that serve as input for the preparation of technical documents for the taking of strategic actions.
  • Analyze and prepare reports of national household surveys, censuses, such as ENDES, ENAHO, etc. and other WFP study databases.
  • Develop Dashboards of indicators for monitoring Programs and Policies.
  • Prepare the periodic Monitoring and Evaluation reports and at the request of the Representation.
  • Other related tasks / activities assigned by the Representative.

STANDARD MINIMUM QUALIFICATIONS:

  • Desirable professional in Social Sciences, Economics, Statistics or other relevant field.
  • It will be considered a plus if you have specialized studies in Monitoring, Evaluation or Management of Social Programs.

Language: English Intermediate level.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • At least 2 years of experience working in research, monitoring and evaluation of social management programs or projects.
  • Experience in quantitative and qualitative data collection processes.
  • Management and management of databases, consistency of information and analysis of quantitative and qualitative information.
  • Experience analyzing indicators of effect and product.
  • Experience in preparing reports for donors and presentation of indicators in Dashboards.
  • Knowledge of statistical packages such as SPSS, STATA, SAS or others.
