Job Description

Chemonics seeks a monitoring, evaluation, and learning (MEL) associate for the USAID-funded Resilient Waters Program (RWP). This five-year program aims to build more resilient and water-secure southern African communities and ecosystems by improving the management of transboundary natural resources and increasing access to safe drinking water and sanitation services. This position will be based in Pretoria, South Africa. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide technical support to other implementing partners in the design and development of each approved project’s results chains, outputs, and outcomes to facilitate effective project monitoring and measurement
  • Support baseline assessments, including their design, at the start of each new project; midpoint reviews, and end-line assessments at the end of the project
  • Support and conduct training for the partner staff in MEL in line with the RWP MEL plan, specific tools, and systems, including indicators, performance indicator reference sheets, and relevant data collection and collation tools and systems
  • Promote the use of results-based monitoring and measurement to track RWP’s progress and results
  • Develop and maintain relationships, build capacity, and support partners in MEL tasks, collecting and collating data and integrating data use for decision-making
  • Coordinate across cross cutting units to ensure that MEL is well integrated at all levels of the RWP team
  • Support the MEL specialist in data analysis and reporting for ongoing purposes and reporting requirements, recording and reviewing performance data collected and reported by the technical team, subcontract partners, grantees, and program institutional partners
  • Review and assess the appropriateness of data collection methods to collect, compile, and report on data, ensuring data quality for preliminary analysis
  • Develop, organize, and maintain the MEL database and resources, assisting with data entry in the grants and subcontract management system
  • Facilitate the preparation of all project reports


  • University degree with no fewer than three years of working experience in MEL
  • Relevant experience and knowledge needed to collect valid, accurate information in an objective way
  • Understanding of questionnaire design and the ability to develop questionnaires and other instruments
  • Experience working with quantitative (e.g., Stata, R, or SPSS) and qualitative data analysis software (e.g., ATLAS.ti or dedoose) preferred
  • Experience and comfort working with numbers and in databases with impeccable attention to detail
  • Considerable experience coaching, advising, mentoring, and facilitating capacity building in MEL
  • Demonstrated capacity to work independently and in a collaborative environment
  • Excellent time management skills, aptitude for task prioritization, and a results-oriented work process
  • Professional demeanor, integrity, tact, and good judgment
  • Knowledge of USAID rules and regulations preferred
  • Ability to communicate clearly and concisely both orally and in writing; excellent report-writing skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required
