Panagora Group seeks a Monitoring and Evaluation (M&E) Associate for our existing contract with USAID/Philippines, Collaborating, Learning, and Adapting for Improved Health (CLAimHealth). The CLAimHealth activity is located in Ramon Magsaysay Center in Malate, Manila, Philippines. This is a full-time position located in the Philippines.

Background

The purpose of the USAID/Philippines’ Health Project (HP) is improved health for underserved Filipinos. The underlying theory or hypothesis of the Health Project is that strengthening some functions of the health system will contribute to the health of underserved Filipinos and the overall health profile of the country will improve. By addressing the needs of the individual, the quality and the equity of services as well as their affordability and sustainability, underserved Filipinos will be able to develop and maintain health behaviors and seek and receive quality health care.

CLAimHealth serves as a primary technical support mechanism for M&E, collaboration, learning, and adaptive management (CLA) for the Health Project of USAID/Philippines. It provides in-country technical assistance, advisory services, capacity building, and related logistical support to the USAID/Philippines Office of Health for monitoring project activities; conducting performance evaluations and implementation research; systematically documenting evidence of good practices and promising interventions from current health activities; undertaking selected secondary analyses of data from major health surveys/studies; and facilitating continuous learning and adaptive management for the Health Project and its various implementing partners.

The M&E  Associate will assist the CLAimHealth M&E Team in coordinating, monitoring, and documenting performance monitoring and evaluation activities related to programs in tuberculosis, family planning, adolescent and youth reproductive health, maternal and child health, health systems strengthening, and community-based drug rehabilitation.

Duties and Responsibilities

The M&E Associate will carry out the following activities:

• Support the CLAimHealth’s (M&E) team in coordinating with USAID Health Project Activities, development partners, and other stakeholders
• Compile relevant primary and secondary quantitative data related to HP
• Organize, manage, and analyze quantitative and qualitative information related to health, including datasets of health surveys, census and vital statistics, and poverty statistics
• Assist the M&E team in reviewing and synthesizing relevant M&E information from Activity Reports and technical documents as well as writing and editing various reports and documents
• Assist the M&E team to track, verify, validate, analyze, and report HP performance indicators across Activities/implementing partners through the HP Performance Indicator Tracking Table (PITT)
• Support the M&E team in monitoring HP adaptive management actions in response to recommendations in annual HP performance evaluations
• Support curation, visualization, and use of available health and socio-economic statistics/data through the USAID/OH Knowledge Library

Requirements

• College degree in statistics, international development, M&E, knowledge management, public health, or a related field
• 3-5 years of related monitoring and evaluation, research, data management and analysis, and statistical experience, preferably with experience in supporting knowledge management and utilization through data visualization and maintenance of M&E-related data and technical documents in a knowledge portal/ repository
• Excellent reporting and writing skills
• Fluency in English, both verbal and written
• Working knowledge of STATA/SPSS, data visualization, and mapping applications preferred
• Prior experience working on USAID-funded projects strongly preferred
• Must be located in the Philippines

Reporting

• The M&E Associate will report to the Senior M&E Specialist.
