Job Description


Creative Associates International seeks a Monitoring and Evaluation (M&E) Director for the anticipated USAID-funded youth workforce development, employment and inclusion opportunity in Honduras. The M&E Director provides technical oversight and guidance to the project's research design, monitoring and evaluation efforts. Working with Headquarters M&E counterparts, s/he is responsible for ensuring that the program is able to track and report indicators in the Measurement, Evaluation and Learning (MEL) plan for the program to ensure both technical and management monitoring of program implementation and achievement of outcome and impact level indicators, with needs-based support from Headquarters.

Reporting and Supervision:

  • The M&E Director will report to the Chief of Party.


  • Establishes and manages the overall activity system to track progress towards meeting contract results, indicators and targets;
  • Develops and updates the Project Management Plan setting out specific quantifiable performance indicators and targets for overall objectives and activities and establishing monitoring systems to measure project progress;
  • Reviews project theory of change, results framework, relevant and applicable baseline data collection strategies and methodologies, and the financial and human resources needed to successfully implement the MEL strategy;
  • Develops tools for data collection and protocols for performance monitoring as well as baseline, midline and endline and other assessments as needed;
  • Ensures data collected, stored and analyzed in the Creative web-based platform, MEDAL;
  • Analyzes ongoing quantitative / qualitative data at different points in the program leading to the specific program / contract results;
  • Conducts field visits, as necessary, to develop monitoring / performance management plans with and train project's technical teams;
  • Regularly reviews work plans to ensure the timely achievement of results related to USAID MEL;
  • Ensures regular communication of MEL activities to all key stakeholders and contribute to the quarterly, annual report and project reporting to USAID;
  • Collaborates with the technical team to monitor the progress of the program in terms of the compliance requirements of USAID results and indicators;
  • Manages MEL resources and ensures that M&E information and resources are up-to-date, available to staff and widely disseminated;
  • Ensures the performance monitoring, action research, and evaluations are consistent with program results and track activity progress towards achieving targets and results;
  • Makes operational decisions and manages the various components of the program dealing with M&E;
  • Leads writing of quarterly technical and financial reports; and
  • Utilizes critical inputs, feedback, and assessments from evaluation partners to inform changes in program approaches and scale-up.


  • Minimum of a bachelor's degree in measurement, statistics, demography or other relevant field and at least seven (7) years of experience in Monitoring and Evaluation; Masters or advanced relevant post-graduate certificates or coursework is desirable;
  • At least seven (7) years of experience in monitoring results and indicators of reading improvement related activities; Experience in USAID funded projects is highly desirable;
  • Familiarity with GIS dashboards and geocoding;
  • Strong quantitative skills and demonstrated capacity and experience in data analysis, data collection; statistical analysis; and reporting; including experience with computer-based statistical packages and databases (Epi Info, ACCESS, SPSS, etc.) required;
  • Experience designing and implementing M&E training / capacity building programs for international organizations required;
  • Experience working with international donors, as well as counterparts and beneficiaries (e.g., international and local NGOs and government representatives); Knowledge of M&E approach of other, non-U.S. donors or agencies;
  • Experience conducting field research required; including using qualitative and quantitative techniques;
  • Proven experience in implementing and overseeing measurement, evaluation and learning activities in education, workforce development, or similar sector;
  • Demonstrated experience in program evaluation with and quantitative skills;
  • Excellent written and verbal communication skills and relevant computer software skills with proficiency in Excel and other data management systems;
  • The candidate must be professionally proficient and fluent in written and spoken Spanish; and
  • Proficiency in English is highly desirable.
