The UN Volunteer will be based in the Monitoring and Evaluation (M&E) Unit at the UNFPA Bangladesh Dhaka Office. The primary tasks are outlined below. The main responsibilities will include planning and coordinating the M&E activities for the development and humanitarian response programmes. S/he will also contribute to donor reports for timely submission and facilitate humanitarian evaluation/assessments.

Under the direct supervision of the Monitoring and Evaluation Specialist, and matrix supervision of a Humanitarian Specialist, the UN Volunteer will undertake the following tasks:

Coordination and Planning ;

  • Coordinate and plan M&E activities with each programme unit (SRHR, GBV and A&Y) related to humanitarian programmes, in close collaboration and guidance from the M&E Unit and the humanitarian unit.
  • Attend meetings related to UNFPA humanitarian response to provide an update on M&E (zoom, webinars, and in-person)
  • Coordinate with relevant implementing partners of Humanitarian response and anticipatory action projects, including CERF, for the timely collection and analysis of monitoring data and/or any other information.
  • Capacity building of implementing partners, data collection, monitoring response, and input to the humanitarian database.

Monitoring (including data collection, processing and management), Assessment, Evaluation and Data Analysis:-

  • Contribute to the development of concept notes, proposals, log frames, and theory of change.
  • Develop M&E Framework, M&E Plan, and necessary tools/instruments for collecting data and evidence for humanitarian response programmes.
  • Ensure timely data collection, data analysis and dissemination to the program manager and provide feedback to IPs as needed.
  • Develop and manage the database and update the dashboard timely meeting the donor reporting requirement.
  • Coordinate to develop a humanitarian response field monitoring plan, support developing IPs and DEX workplan, resolve system issues, review quarterly progress reports and budget implementation review.
  • Contribute to the preparation of documents for the programme coordination and progress review meetings.
  • Follow up and update the workplan monitoring plan and mission recommendations in a structured format.
  • Provide necessary support in conducting joint and or internal needs assessment with other relevant agencies.
  • Conduct the post-distribution monitoring and assessment of humanitarian response/anticipatory actions.
  • Analyze the periodic monitoring data of humanitarian response projects and present them to the Humanitarian Team.
  • Collect and compile lessons learned/ good practices/ challenges and disseminate as appropriate.

Reporting : 

  • Prepare and review project donor reports (interim, quarterly and final reports).
  • Produce monitoring/assessment/survey reports.
  • Review Humanitarian Implementing Partners’ workplan progress reports, provide feedback to IPs and strengthen their capacity on quality results reporting.
  • Produce infographics based on the achieved result.
  • Support in developing maps for visual presentation of programmatic results.
  • Any Other Duties:-
  • As humanitarian response is unpredictable, the post-holder must be flexible to perform other tasks and duties as required and provided by the supervisor and Humanitarian Specialist.
  • A specific work plan with intended achievements and learning outcomes for the duration of the assignment will be agreed upon between the UN Volunteer and the UNFPA Bangladesh Country Office.

Furthermore, UN Volunteers are required to:-

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
  • Assist with the UNV Buddy Programmer for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Skills and experience :

  • At least 7 years of relevant professional experience in project/ programme monitoring and evaluation, preferably in humanitarian development project/programme.
  • Have extensive experience in designing tools and strategies for data collection, analysis and reporting.
  • Demonstrated ability in the design of methods and strategies to produce and manage data using appropriate software/online platform, use and share information with a variety of actions in different environments.
  • Ability to analyze trends to identify the risks and benefits of different options for data collection and validation.
  • Ability to design real time data management systems using KoBo Toolbox and other software used in data management, analysis and visualization.
  • Experience in quantitative and qualitative data analyses and demonstrated ability of high-quality report writing with state-of-the art graphs, charts.
  • Familiarity with AI, infographics and Power BI would be an asset.
  • Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) in a similar assignment would be an advantage.
  • Experience of working with digital platforms, including engagement platforms, is an asset.
  • Knowledge of UNFPA’s work and issues related to child rights is an asset.
