Organizational Profile

Partners In Health (PIH) is a non-profit corporation based in Boston, Massachusetts, whose mission is to provide a preferential option for the poor in health care. Through service delivery, training, research, and advocacy, PIH works globally to bring the benefits of modern science to those most in need, and to serve as an antidote to despair. PIH currently has programs in Haiti, Peru, Mexico, Russia, Rwanda, Lesotho, Malawi, Liberia, Sierra Leone, and Navajo Nation.

Position Overview

The Monitoring and Evaluation (M&E) Manager will work closely with the Monitoring, Evaluation, Quality Improvement, and Research (MEQR) team and the Director of Policy & Partnership to set our health information strategy and work plans and lead in their implementation. The Manger will oversee our day-to-day M&E operations, with emphasis on supervising and building skills within our M&E team. This role requires solid leadership abilities, significant critical thinking skills, and mental agility to move nimbly between our varying M&E needs across our programs.

It is an exciting time to join the PIH M&E team, as we are working to launch scalable medical informatics systems and pushing for stronger data use to improve clinical care. The M&E Manager will play an important role in refining our strategy, engaging with the Ministry of Health, and leading our M&E operations. The position may require work outside normal business hours to meet deadlines.

Roles and Responsibilities

Data Collection, Analysis, and Utilization (70%)

  • Determine programmatic data needs and establish efficient data collection systems
  • Strengthen data utilization across our clinical and community health departments
  • Support research and grants, including protocol/proposal development, establishment of M&E frameworks for new initiatives, implementation of key grant requirements, and reporting
  • Conduct routine data analyses to assess data quality and identify opportunities for clinical or community health intervention, including facilitating monthly data review meetings with program leads, support quarterly review meetings with wider PIH-SL management team and annual reviews with internal and external stakeholders
  • Develop and maintain program performance dashboards and run analysis on key questions to inform program and organizational decision-making per the request of program managers and PIH-SL leadership
  • Prepare reports, abstracts, and presentations, with emphasis on using data to tell a story

Team Management (30%)

  • Supervise and build capacity within our growing MEQR team
  • Assist in setting strategic priorities, tracking performance, and managing the MEQR budget
  • Create and monitor professional development plans for all MEQR team members
  • Represent MEQR team at internal and external meetings
  • Work closely with PIH and Ministry of Health leadership on MEQR activities across clinical and community departments

Criteria for this position

The key competencies required for the position of M&E Manager are as follows:

Academic qualifications

  • Master’s degree in epidemiology, statistics, economics, public health, or related field preferred

Experience and Expertise

Technical Competencies

  • At least three years of direct management experience is required
  • At least three years of monitoring, evaluation and/or research experience in the health sector is required
  • Proficiency with Microsoft Office applications
  • Demonstrated knowledge of basic statistical concepts and any statistical software is a plus (please specify in application)
  • Proven ability to build technical capacity within a team
  • Experience working with Ministries of Health in developing countries is a plus
  • Medical informatics, mobile health, or other information technology experience is a plus
