The M&E Officer will play a critical role in supporting evidence-based planning, accountability, and learning for the ABC initiative. The position is aligned with the 12-month joint UNCT–HCT plan, which aims to enhance population self-reliance and resilience and contribute to a more protective environment. 

Responsibilities:

  • The M&E Officer will lead efforts to design and implement monitoring, evaluation, and learning (MEL) systems that support tracking and analysis of progress toward the collective outcome.
  • S/he will work closely with the RCO, UN agencies, NGOs, and community representatives in the ABC locations to enable data-driven decision-making.   
  • Lead the coordination of monitoring and reporting for the ABC collective outcome, ensuring timely and accurate tracking of progress. 
  • Collect, analyze, and visualize quantitative and qualitative data from ABC field locations to inform strategic planning and program adjustments. 
  • Prepare and disseminate weekly and monthly results reports, dashboards, and technical briefs highlighting progress, trends, and key challenges.   
  • Facilitate joint analysis and learning sessions across ABC partners and sites to promote adaptive programming.   Support the synthesis of lessons learned and good practices to inform strategies and localized roadmaps.   
  • Provide technical support and training to ABC coordination teams and partners on results-based management, MEL tools, and data use for decision-making. 
  •  Ensure consistency and alignment of ABC M&E activities with other M&E outputs under the RC/HC.   Coordinate closely with relevant stakeholders (UN agencies, NGOs, communities) to harmonize data collection and avoid duplication.

Requirements:

  • Advanced university degree (Master’s or equivalent) in public administration, statistics, information management, sustainable development, or a related field is required. 
  • Minimum of 5 years of progressively responsible experience in monitoring, evaluation, and learning in development or humanitarian settings is required. 
  • Experience with SDG data, results-based management, and inter-agency coordination is required. 
  • Familiarity with South Sudan or similar fragile contexts is desirable.  Strong analytical and data visualization skills and Proficiency in MEL tools and platforms (e.g., UNINFO, Power BI, Excel) required. 
  • Excellent communication and facilitation skills is required.   
  • Ability to work independently and manage multiple priorities is desirable.
  • Fluency in both written and oral English.
