DRC Syria

DRC has been actively operating in Syria since 2008 mainly supporting refugees. In June 2012, DRC was authorized by the Syrian Ministry of Foreign Affairs (MoFA) to expand its humanitarian efforts. DRC is currently offering a robust humanitarian response to the Syria crisis. With an annual country portfolio of $23 million supported by approximately 400 staff and service providers, DRC is undertaking programs in Syria in 8 Governates out of 14 in Emergency Response, Protection, Livelihoods, Shelter and Education sectors.

The growing complexity of the DRC operating environment in Syria, the statuary reporting requirements in a restricted access context, coupled with ongoing changes in the organization of the mission, make the cross-functional Program Quality and Information Management tasks increasingly important to be able to ensure the quality of DRC’s programming, pull together comprehensive information and analysis to support program design, and develop comprehensive Monitoring Evaluation Accountability Learning (MEAL) and Information Management (IM) systems to support operational and strategic decision making.

The overall objective of the MEAL Manager will be to manage the Monitoring, Evaluation, Accountability, Learning and Information Management department to support DRC Syria with quality programming and accountability towards beneficiaries, donors and other stakeholders. The MEAL Manager will be responsible for developing a MEAL framework, including Feedback Complaints Mechanisms and protocols for each technical sector in line with the regional and country strategies, ensure harmonized and standardized systems and procedures across different areas of intervention. Under the management of the HoP, the MEAL Manager in close cooperation with the sectorial Program Managers, Grant Manager and Emergency Coordinator will develop and manage the whole program quality framework for the DRC Program in Syria in order to improve program quality, monitoring performance and capitalize best practices and lessons learned.

Your main duties and responsibilities will be:

Quality Management:

  • Develop and roll out the Quality Management strategy in close collaboration with the Program teams and DRC’s HQ/Region-based technical referents including tools development, data system and analysis, grants and reports writing, lessons learnt;
  • Provide leadership in developing a response-wide programme quality strategy, with standard approaches and shared practices and systems;
  • Participate and prepare relevant documents for the project Kick-off meetings, review meetings and close-out meetings to highlight cross-project components aimed at replicating good practices and strengthening synergies between projects or programs;
  • Participate in the proposal development processes supporting the programme team in need assessments and log frame design, ensuring that indicators are SMART and relevant to measure the achievement of sectorial strategy and country strategy
  • Ensuring that all Monitoring Evaluation and Learning initiatives are fully and accurately budgeted during proposal design process;
  • Perform other duties as directed by the HoP.

Assessment, Monitoring, Evaluation and learning of programmes:

  • Orient and supervise the Information Management team in developing and roll out SIGMA system in the country
  • Ensure the development of appropriate monitoring, tracking and reporting systems, tools and templates that enhance monitoring of program outputs and quality, generate quality evidence on program outcome and promote and ensure use of data for decision-making processes;
  • Oversee technical survey process, being responsible for ensuring all required tools and templates are in place; address any gaps in the collection / analysis of data; backstop the team leader when necessary for day to day monitoring; potentially review and validate the reports; and ensure the operational procedures (e.g. approvals) are followed to mitigate risks to staff and respondents.
  • Being responsible for the implementation of any operational research or internal evaluations, methodological design and oversight of assessments, research and evaluations, to ensure sufficient rigor and quality of evidence generated.
  • Oversee the development and lead on baseline, mid-term and final evaluation of projects, ensuring that lessons are captured and disseminated;
  • Oversee that testimonies and case studies are collected regularly to document key outcomes and impact of the programme interventions, making sure that learning activities are disseminated properly;
  • Develop and improve systems that strengthen DRC’ ability to analyze, improve, and represent impact internally and externally and most of all to communities themselves;
  • Capacity build, train and support sectors and field staff to improve the field monitoring and needs assessment survey;
  • identifying ways to improve the quality and rigor of the data collection in consideration of the major access constraints and lead time required to implement;
  • Regularly present key M&E findings to the Senior Management Team for further development.

Information Management

  • To oversee the development of the online coordinated/integrated data management system/structure to centralize and facilitate timely information updates (Institutional Knowledge Building), data quality assurance, sharing of information and learning;
  • Be focal point for Regional and HQ level strategic planning and future implementation of harmonized information system
  • Support the team in providing analysis from the IM system to be used for new proposals, reporting, and country and programme strategy process
  • Facilitate the institutional knowledge and contributing to wider knowledge management across DRC.

Team management and capacity building

  • Manage the MEAL team on day to day basis by providing leadership support and guidance;
  • Provide on-the-job training and coaching to the team;
  • Maintain open and professional relations with team members, promote a strong team spirit;
  • Prepare work plans with clear objectives and achievement benchmarks, long-term and short-term priorities. Assist the staff in identifying professional development needs and opportunities;
  • Provide continuous performance feedback to staff; identify performance issues and work with staff and HR to document and address issues in a timely manner.
  • To ensure an effective remote team management system is on place when access is not guaranteed.


  • Supervise the development and roll out of a robust Feedback & Complaints Response Mechanism (FCRM) at programme level and ensure that any feedback or complaints from beneficiaries and stakeholders are handled in an appropriate and systematic way;
  • Assess gaps and work to support country and project level policies and practices to ensure DRC is compliant with the Core Humanitarian Standard;
  • Support the development of an organizational culture that reflects DRC mandate and values as a humanitarian organization.

About you:

To be successful in this role we expect the following:


  • Master's degree in International Development or other relevant field.
  • Minimum 5 years of technical and relevant experience in Monitoring Evaluation Accountability and Learning, information management of humanitarian and development programmes
  • Minimum 3 years of experience with people management
  • Minimum 2 years of experience complex emergencies in monitoring and evaluation or programme design
  • Proven experience in effectively working with a variety of donors including DFID, UNHCR, ECHO and OFDA;
  • Strong understanding of Monitoring & Evaluation principles and processes, including database management, reporting etc.
  • Proven leadership skills and a competence in people management
  • Proven facilitation and training skills with diverse audiences
  • Proven understanding of the management of knowledge within INGOs or development organisations and an ability to link this to system development
  • Demonstrable experience in the nurturing of organisational learning in programmes
  • Proven understanding of research methodologies and the nature of evidence which will influence key decision makers in the area
  • Experience of working with or providing support to partners
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Experience working in limited access contexts and remotely
  • Being creative in finding alternative methods when access is not available
  • Full professional proficiency in English


  • Familiarity with the Whole of Syria – Damascus Hub context will be an asset.
  • Fluency of the Arabic language
