Job Description

The Danish Refugee Council (DRC) is a leading international, non-profit, non-governmental organization with Headquarters in Denmark, providing relief, protection and resettlement services to refugees and displaced persons worldwide. The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, has been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. As a key part of this, DRC opened a main office in Cox’s Bazar, and a support/liaison office in Dhaka, to carry out its operations. The MEAL Manager role is a key position in the country office providing support to the project implementers and ensuring that quality services and implementation is being delivered by DRC. That analysis and learning is achieved enabling the development of quality evidence-based programming.

The MEAL manager has overall responsibility for MEAL systems within the country programme. This includes coordinating, implementing, and facilitating roll-out of monitoring and evaluation (M&E) systems, and managing the MEAL team. The postholder is also responsible for having standard operating procedures and frameworks in place for M&E and accountability to beneficiaries. The postholder will support capacity development of the Programme teams to improve country-wide MEAL systems. In addition, the MEAL Manager will be an active member of the DRC Bangladesh Code of Conduct Reporting Mechanism (CoCRM) Committee.


Management and supervision:

  • Lead and manage the MEAL team (including people planning, performance management, staff wellbeing)
  • Oversee the process of non-technical needs assessments, baseline studies and outcome measurement, as required, working closely with Programme Managers and/or Coordinators to ensure tools are in place
  • Conduct periodic activity monitoring and site visits to the field to monitor data collection/implementation
  • Develop capacities of MEAL staff through training, coaching and mentoring, especially in data collection, monitoring and analysis, and promotion of humanitarian and accountability principles
  • Contribute to the development of M&E and accountability to affected populations (AAP) strategies and tools for Programme Department
  • Lead and facilitate inputs for the development of the country strategy and annual review documents, as sections pertain to programme quality and implementation

Monitoring and evaluation:

  • Analyse primary and secondary data and write reports with support and in collaboration with Programme Managers and/or Technical Coordinators/Advisors
  • Continuously review, improve and develop outcome monitoring data collection tools to ensure evidence base of DRC programming achievements
  • Adhere to DRC’s MEL (Monitoring, Evaluation and Learning) and Accountability standards and protocols
  • Provide technical support to Programme staff during development of funding proposals, particularly for the development of logframes and M&E Plans (MEPs)
  • Develop and maintain an M&E system, to measure achievement and progress towards program goals and outcomes, which easily can be used in reports.
  • Advise Programme teams on M&E systems and tools for output and activity tracking, as requested
  • Collate and consolidate DRC Bangladesh-level information relating to reach, coverage and short-term outcomes to contribute to improved advocacy, communications and programme learning
  • Facilitate management of external evaluation processes, or lead on internal evaluation activities
  • Identify projects/data and learning that will improve quality programming and identify areas where there is potential for integration of some or all aspects of implementation and monitoring.
  • Set up a knowledge management system, collating lessons learnt from programme implementation in collaboration with Programme Managers and/or Coordinators, Head of Programmes, and Area Manager
  • Liaise with the HQ M&E team for technical support and guidance.


  • Strengthen the Accountability framework and complaints, feedback and response mechanisms (CFRMs) in DRC-managed camps
  • Ensure operation and roll-out of CFRM in host-community programming areas
  • Improve existing guidance and frameworks for CFRM procedures, policies and processes
  • Support development of tools, processes and systems for DRC to improve communication and accountability to beneficiaries
  • Oversee production of regular internal reports on CFRM complaints and response trend
  • Participate in DRC Bangladesh’s Code of Conduct Reporting Mechanism (CoCRM) committee and oversight in some capacity
  • Promote understanding of humanitarian principles and accountability to affected populations to all DRC staff


  • Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility
  • Accountable for making significant decisions on what the unit does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources.
  • Accountable for identifying learning/training opportunities from analysis jointly with project leads and programme managers
  • Accountable for people management of direct reports, generally at least 2 employees. This includes recruitment and performance management.
  • Accountable for making sound decisions based on DRC policies, standards, and the advice of technical experts in DRC


To be successful in this role you must have the following;


  • Minimum a Bachelor's degree in Economics, Statistics, Social Science or any other related field
  • 3 years of relevant work experience in MEAL of humanitarian and/or development programmes
  • Strong understanding of outcome and output monitoring processes, including database management, reporting etc.
  • Practical experience in applying CHS principles to programming with the ability to set up and/or refine accountability systems
  • At least 3 years' experience with people management with the ability to lead and work with diverse teams, especially those with varying levels of familiarity with MEAL systems
  • Ability to receive and handle confidential and sensitive information (highly approachable, trustworthy and able to maintain confidentiality)
  • Strong analytical skills (quantitative and qualitative information) with excellent skill in MS Word, Excel, Access and PowerPoint
  • Excellent interpersonal skills, with the ability to listen, communicate and present complex issues in simplified ways which is easily understood
  • Proven facilitation and Capacity building skills with the ability to transfer knowledge to diverse audiences
  • Proven understanding of research methodologies
  • Goal orientated with the ability to work under pressure, ability to prioritize and commitment to meet deadlines.
  • Ability to work independently and with minimal supervision


  • Solid experience in applying participatory data collection methodologies
  • Experience of working with or providing support to partners and/or a partnership model of working
  • Proven ability to draft Programme strategies and framework and improve learning and knowledge management
  • Previous work experience in South or Southeast Asia, especially Bangladesh or Myanmar
  • Full professional proficiency in English
