The Danish Refugee Council is currently looking for a skilled and experienced Monitoring, Evaluation, Accountability, and Learning Officer to join our team in Rzeszow or Przemysl, Poland. The Danish Refugee Council (DRC) is a leading protection agency whose mandate is to promote and protect durable solutions to conflict and displacement-affected populations on the basis of humanitarian principles and human rights. DRC is implementing a multi-sector response to support Ukraine refugees, IDPs, and host populations both within Ukraine and in the neighboring countries of Poland, Romania and Moldova, and wider Europe. DRC has been operating in Ukraine since 2014, following previous operations in the 1990’s and between 2007-2013. Over the years, DRC successfully maintained its presence in the government-controlled areas (GCA) and adapted its programs to provide early recovery and durable solutions to people affected by the conflict including IDPs and communities living along the contact line, as well as reduce the threats of explosive ordnance with a growing humanitarian mine action program. Due to the ongoing conflict that began on Feb 22, DRC opened offices in Poland, Moldova and Romania to provide support to displaced populations through a partnership with civil society organizations and national NGOs, duty bearers, and other actors. DRC continues to implement in these three countries through partnerships, technical assistance and capacity exchange, and direct implementation in some cases.
Abut the Job
The overall purpose of the role of the Monitoring, Evaluation, Accountability, and Learning Officer is as follows:
Develop tools, conduct monitoring activities, gather data from the field, follow up on activities within the area of responsibility in order to get feedback on the quality and relevance of the assistance, and communicate information.
Support implementing partners in developing MEAL plans and conducting monitoring activities.
Analyse data and write reports. This role has an area focus covering Rzeszow and Przemysl with frequent visits to these field locations and others as required.
Responsibilities:
Support Programme Quality Management, Project Implementation, and Monitoring:
Follow the project’s Log-frame and monitoring and evaluation documentation.
Participate in project kick-off, review, and close-out meetings, as well as learning events and workshops in order to highlight cross-project components aimed at replicating good practices and strengthening synergies between projects or programs.
Programme Monitoring, Evaluation, Accountability, and Learning:
Ensure full compliance to DRC minimum MEAL standards of the projects implemented in the area of responsibility.
Act as the focal point for the implementation and monitoring of community feedback mechanisms for projects implemented directly by DRC and/or by its implementing partners in the area of responsibility.
Ensure that DRC team members and partners are supporting all efforts towards accountability, especially to persons of concern, and in line with Core Humanitarian Standards, are actively engaging the persons of concern and communities we serve as equal partners in the design, monitoring, and evaluation of DRC projects; and are incorporating feedback into programmatic learning.
Ensure the development of appropriate monitoring, tracking, and reporting tools and templates that enhance monitoring of program outputs and quality, generate quality evidence on program outcomes, and promote and ensure the use of data for decision-making processes.
Support partners in the development of their MEAL tools and processes.
Participate and/or carry out quantitative and qualitative (e.g. key informant interviews, focus group discussions, and human-interest stories) data collection activities and analysis; train enumerators when needed.
Together with IM Officer and PIM Specialist, support the DRC project team in the area of responsibility in consolidating results, monitoring referrals in the referral IMS, and monthly reporting. Travel regularly to project sites to monitor DRC projects and/or co-monitor projects when implemented by DRC project partners.
Capacity Building:
Provide timely advice to DRC and partner coordinators and staff as required.
Flag good practices and/or improvement areas or any outstanding issues requiring immediate action to the MEAL Manager and line manager.
Support the MEAL Specialist and lead when needed in organizing MEAL capacity building and training workshops for DRC and partner staff in the area of responsibility.
Participate in DRC Poland, regional, and Global MEAL team meetings, contribute with ideas, and joint MEAL planning processes.
Project and Partnerships:
Act as a focal point for all MEAL-related issues for the projects implemented in the area of responsibility.
Support DRC partners’ MEAL focal points by having regular follow-ups, meetings, reviews, and discussions on MEAL planning, processes, practices, and issues.
Participate in sector Working Groups when relevant. Engage in other MEAL or project-related tasks within the scope of the MEAL team.
About You:
To be successful in this role we expect you to have:
Master's degree in a relevant field (development, social research, preferably with a focus on monitoring and evaluation, accountability to affected populations, as well as compliance issues).
Minimum 2 years of professional experience in humanitarian and/or development contexts with a specific focus on monitoring and evaluation.
Experience working with NGOs and/or the humanitarian sector, design and use of quantitative and qualitative data collection tools, data analysis, interpretation, drafting lessons learned, and programmatic recommendations based on analysis findings.
Knowledge/experience with monitoring and evaluation cycle, as well complaint, feedback and referral mechanisms.
Excellent skills in MS Word, Excel, and PowerPoint.
Knowledge of the KoBoToolbox is desired.
Fluency in English and at least one of the following 3 languages (Polish, Ukrainian, Russian) is required.
Understanding of age, gender, and diversity mainstreaming and human rights is desired.
