Job Description

BACKGROUND

The United Nations Development Programme (UNDP) and the United Nations Capital Development Fund (UNCDF) jointly administer the Pacific Financial Inclusion Programme (PFIP). The second phase of PFIP ends by Dec 2020 and the programme management in consultation with national stakeholders in various Pacific countries have conducted the feasibility and scoping for two new initiatives. The inception phase of these new programmes will be implemented during the next two years. Under the overarching global theme of “Leaving No One Behind in the Digital Era”, these programmes are;

The Pacific Digital Economy Programme is a joint initiative from UNCDF, UNDP and UNCTAD, and in close collaboration with key stakeholders from public and private sector aim to support the development of inclusive digital economies in the Pacific addressing the impact of COVID-19 and at the same time leveraging its catalytic potential. Inclusive digital economies that allow rural communities, women and MSMEs, as well as labour mobility workers to enhance market participation, resulting in poverty reduction, improved livelihoods and economic growth.

The Pacific Insurance and Climate Adaptation Programme is a joint initiative implemented by UNCDF, UNDP and the United Nations University Institute for Environment and Human Security (UNU-EHS), and in close collaboration with key stakeholders from public and private sector and other development partners, aiming to address the challenges of post disaster financing in the Pacific.

DUTIES AND RESPONSIBILITIES

Summary of Key Functions:

  • Lead the development and implementation of M&E strategy
  • Provides implementation support and guidance on compliance regarding partnerships and contracting
  • Ensures facilitation of knowledge building, learning and sharing

Leads the development and implementation of M&E strategy

  • Leads in the planning, preparation and management of M&E strategies and associated activities conducted for the programmes
  • Promotes M&E standards in line with UNDP, UNCDF and other UN agency requirements, ensures quality assurance/control across the programmes
  • Provides technical advice for programme design and set-up with defined indicators at the design and implementation stage to facilitate the review and evaluation at the later stages
  • Leads the development and execution of M&E work plan, including internal assessments and external evaluation of the programmes
  • Periodically reviews and updates the overall M&E systems for the programmes by liaising with partners and country based programme staff
  • Manages the data collection, quality control and results measurement for the programmes
  • Leads drafting of the content of the M&E related reports for the programmes (e.g. quarterly, semi-annual and annual reports)
  • Coordinates and follows up on implementation of recommendations from M&E reports
  • Ensures the optimal use of assessments and evaluations by providing guidance in preparation of timely management response to all evaluations
  • Collaborates and coordinates with other UN agencies, government agencies, donors, NGOs, and other organizations on M&E issues at the global, regional and national levels
  • Contributes to the M&E capacity building activities for the programme staff
  • Provides implementation support and guidance on compliance regarding partnerships and contracting
  • Provides internal guidance on corporate programme quality standards in terms of compliance with UN corporate requirements
  • Provides guidance to the programmes on the different partnership modalities and associated contracting formats for UNDP and UNCDF
  • Supports the pipeline management, including ensuring monitoring the pipeline management in Atlas
  • Monitor management of partner agreements

Ensures facilitation of knowledge building, learning and sharing

  • Assess and identify knowledge and learning opportunities and link these to the needs of relevant stakeholders
  • Develop a Knowledge and Learning strategy that includes a learning agenda and an implementation plan for the programmes
  • Manage the implementation of the strategy, track progress made, raise issues and make recommendations to address those issues
  • Where required, procure and manage external consultants to support the implementation
  • Promote synergies and close collaboration across the programmes as well as with other UNCDF programmes working on Inclusive Digital Economy related topics and with other donors and development organizations (e.g. CGAP, GSMA)
  • Support the team in identifying potential learning opportunities during the preparation for new activities as well as from the various existing projects and programme activities, feeding into the Knowledge and Learning strategy
  • In collaboration with the Communications Associate:
  • Organize regular internal and external knowledge sharing sessions as well as trainings on techniques to capture and disseminate learnings from program activities (e.g through webinars and/or podcasts)
  • Ensure the development of publications (e.g. focus notes, case studies, research papers, blogs, etc.) by programme staff highlighting programme results, learnings, challenges and opportunities
  • Identify external knowledge / learning events both in the Pacific and beyond and arrange for participation of programme team members and/or programme partner organizations as expert speakers/panelists
  • Assist the Communications Associate in packaging and sharing learnings and results with stakeholders.

REQUIRED SKILLS AND EXPERIENCE

Education:

  • Master’s Degree in social sciences, public administration, business management or related discipline. Alternatively, in lieu of Master’s qualifications, Bachelor’s degree in the same or related fields with 5 years of relevant MEAL experience

Experience:

  • At least 3 years or more of relevant experience with Monitoring, Evaluation, Accountability and Learing for development programmes within international organizations
  • Proven experience working with and knowledge of the UN system (Experience and knowledge of working in joint UN programming context will be considered a plus)
  • Experience in usage of computers and ERP/financial management application software packages and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems;
  • Strong organizational and planning skills with the ability to work independently as a team player and under pressure
  • Excellent interpersonal and communication skills; research, analytical and writing abilities and the ability to work in teams;
  • Effective organizational and administrative skills.
