Program / Department Summary
The Program Performance and Quality Department (PaQ) is a newly integrated team consisting of monitoring and evaluation functions, program management, gender integration, and a global indicator management software. The team’s approach supports both foundational and cutting edge adaptive management approaches to program management, with design, monitoring, evaluation and learning functions as key processes and benchmarks to ensuring evidenced-based decision making for quality program implementation. The team works across a wide spectrum of stakeholders both internal and external to Mercy Corps, as well as diverse technical program approaches and sectors.
General Position Summary
The MEL Advisor will ensure that Mercy Corps’ strategy and implementation of a global monitoring and evaluation practice across its progra-ms- including development projects but also large-scale natural disasters and complex emergencies- is closely integrated with Mercy Corps’ program management approach, emphasizes and supports gender integration, and guides the interface with our newly developed data software platform. This role will primarily work at a program level and provide direct support on program design, field monitoring, evaluation, learning, accountability; data and knowledge management; team capacity building; and resource and tool development. He/she provide direct technical assistance to field teams as needed, liaise with internal stakeholder teams, contribute to external representation, and track trends in the wider M&E field.
The Advisor will support the design and implementation of MEL activities across all phases of the program life cycle in coordination with program teams and headquarter teams.
Essential Job Responsibilities
Monitoring Evaluation, Learning Technical Support to Programs (70%)
Feedback on Functionality of agency indicator tracking tool (20%)
Policy, Advocacy, Representation (10%)

Reports Directly To: Senior Technical Lead, Monitoring and Evaluation (Program Performance and Quality team)
Knowledge and Experience
The successful candidate will have the ability to work comfortably and effectively across a diverse portfolio. He/She will be an excellent communicator, multi-tasker, and able to work in ambiguous situations. He/She will be a team player with a positive attitude toward problem solving and conflict resolution.
Living Conditions / Environmental Conditions
The position requires approximately 50% travel, sometimes to hardship locations and for extended durations of time (could include up to 3-4 weeks at a time)
Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
