Program / Department Summary

The Program Performance and Quality Department (PaQ) is a newly integrated team consisting of monitoring and evaluation functions, program management, gender integration, and a global indicator management software.  The team’s approach supports both foundational and cutting edge adaptive management approaches to program management, with design, monitoring, evaluation and learning functions as key processes and benchmarks to ensuring evidenced-based decision making for quality program implementation. The team works across a wide spectrum of stakeholders both internal and external to Mercy Corps, as well as diverse technical program approaches and sectors.

General Position Summary

The MEL Advisor will ensure that Mercy Corps’ strategy and implementation of a global monitoring and evaluation practice across its progra-ms- including development projects but also large-scale natural disasters and complex emergencies-  is closely integrated with Mercy Corps’ program management approach, emphasizes and supports gender integration, and guides the interface with our newly developed data software platform.  This role will primarily work at a program level and provide direct support on program design, field monitoring, evaluation, learning, accountability; data and knowledge management; team capacity building; and resource and tool development. He/she provide direct technical assistance to field teams as needed, liaise with internal stakeholder teams, contribute to external representation, and track trends in the wider M&E field.

The Advisor will support the design and implementation of MEL activities across all phases of the program life cycle in coordination with program teams and headquarter teams.

Essential Job Responsibilities

Monitoring Evaluation, Learning Technical Support to Programs (70%)

  • Provide M&E technical support to programs and develop M&E tools and guidance for the program team to ensure they are prepared for rolling out Tola, the agency indicator tracking tool. This may include support to program monitoring, evaluation and learning plans, indicator definition and tool support, Indicator Performance Tracking Table development and MEL filing structure.
  • Oversight and implementation of the MEL System including development of mobile data collection tools, data flow mapping and indicator database.
  • Support the planning of MEL activities including the baseline, midterm and final evaluations, and developing standards for data collection.
  • Train project team members and partners on their ME&L responsibilities and work with Tola team to ensure MEL system is ready for rollout.
  • Support in analyzing and validating information and data on the performance indicators as needed.

Feedback on Functionality of agency indicator tracking tool (20%)

  • Provide feedback to product manager and developers on the agency indicator tracking tool to ensure Tola meets the requirements of program teams

Policy, Advocacy, Representation (10%)

  • Support the roll out of MEL Policy
  • Represent Mercy Corps at conferences, media forums, and other events; contribute to thought leadership in area MEL
  • Contribute to internal COP
  • Contribute to a strong and regularly updated network of technical experts and consultants that can serve as an additional resource for program support.

Reports Directly To: Senior Technical Lead, Monitoring and Evaluation (Program Performance and Quality team)

Knowledge and Experience

  • At least 3-5 years professional experience in the international development or humanitarian response sector; 2 years of experience developing and implementing M&E systems at the program level, including developing M&E plans, indicator tables, data collection tools, and building capacity of M&E staff;
  • French language capacity- the ability to work professionally and technically in an all French-speaking environment- is preferred
  • Experience with M&E requirements for donors including USAID, DFID, and Private Foundations.
  • Experience with mobile data collection platforms
  • SPPS, R or STATA

Living Conditions / Environmental Conditions

The position requires approximately 50% travel, sometimes to hardship locations and for extended durations of time (could include up to 3-4 weeks at a time)

Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
