Project Overview

Pact is recruiting a Monitoring, Evaluation, and Learning (MEL) Director for an upcoming USAID-funded governance project in Nepal. This project will provide technical assistance and capacity building to the Government of Nepal in the transition from a unitary state to a federation of provinces and enhance citizen participation in and oversight of local governance.

Position Purpose

The MEL Director is responsible for overall leadership and oversight of the project’s MEL team. S/he will manage the project’s MEL Plan, develop relevant MEL and adaptive management tools and processes, and provide technical training and guidance to the project team and partners on relevant MEL tools and processes and data use for decision-making. The MEL Director will lead data collection, collation, storage, analysis, and reporting, ensuring that data is incorporated into programmatic decision-making and into program reports for submission to USAID. This position is contingent upon award.

Key Responsibilities

  • Lead the development and execution of the project MEL Plan and Scenario Change Management Plan, ensuring both performance and context monitoring.
  • Lead the development of relevant MEL and data use tools and platforms and provide MEL and data use training, mentoring, and coaching to the project team, partners, and government institutions.  
  • Lead data analysis and use data to promote evidence-based programming and provide timely feedback in relation to project targets, work plan activities and objectives, and addressing gaps in programming
  • Support program staff, senior management, and key stakeholder groups to use data to make informed and timely decisions related to program implementation.
  • Coordinate with other programs and stakeholders to share lessons learned.
  • Oversee action research and other targeted research and analysis.
  • Lead and maintain a knowledge management system for the project, across all project components and partners.
  • Facilitate internal and external learning activities and events.
  • Contribute to program reports for submission to USAID.
  • Perform other duties as assigned.

Basic Requirements

  • Bachelor’s degree in a relevant field, such as statistics.
  • At least 7 years of experience managing data-intensive programs in designing, monitoring, and evaluation methodologies.
  • Significant experience with qualitative and quantitative data collection and analysis methods, including tracking outcome indicators.
  • Demonstrated experience in analyzing, interpreting, and reporting on MEL results so that lessons can be learned and incorporated into programming.
  • Previous experience working on governance programs.
  • Experience working on USAID or other U.S. Government-funded projects.
  • Demonstrated ability to coach and train others in MEL methodologies. 
  • Creative problem-solving skills.
  • Demonstrated ability to manage and oversee multiple complex tasks simultaneously.
  • Fluency in English.

Preferred Qualifications

  • Advanced degree in a relevant field.
  • GIS software skills.
  • Previous experience working in Nepal or the region.
  • Nepali language skills.
