The M&E Officer reports to the Chief Health for supervision and guidance. The incumbent will provide technical and operational support to the Health and Nutrition Team on data collection, process and analysis of the nutrition and health interventions at central level and in the field offices. He/She will liaise with the different sectors within UNICEF teams. He/She will train and coach front-line workers on the data collection processes and ensure that quality standards are followed. He/She will support the health and nutrition team on reporting and analyzing the progress of the interventions on the field.

Summary of Key Functions/Accountabilities:

Support to strategy design and development of the M&E system on Health & Nutrition at the field level

In close collaboration with the M&E unit, Health & Nutrition Team:

  • Design and develop an effective monitoring and evaluation mechanism that allows a timely analysis of the situation in the areas where UNICEF conducts health and nutrition interventions.
  • Assess the M&E mechanism already in place and provide technical advice on how the emergency response can be integrated in a relevant and efficient manner.
  • Develop guidelines and procedures on how the M&E mechanism respond to the emergency response plan.
  • Ensure that key health and nutrition indicators are well defined, collected and analyzed in the overall M&E system.

Support the implementation of the M&E system at the field level where UNICEF runs health & Nutrition interventions

In close collaboration with the M&E unit, Health and Nutrition Team:

  • Support and monitor the collection of data at the field level, ensure that forms are correctly recorded by the personal involved in community activities
  • Support the monitoring of key health and nutrition indicators at the field level
  • Support and ensure that standard operational procedures or guidelines are implemented along the flow of the information from the mobile clinics to health centers or the data management office at the department level and UNICEF field/country office.
  • Ensure that the information collected during the field interventions follows the principles of confidentiality and respect the patients’ rights.

Support capacity building and knowledge management efforts on M&E on health and nutrition.

In close collaboration with the M&E unit, Health and Nutrition team:

  • Ensure that UNICEF team and partners understand and apply the standards operating procedures or M&E guidelines trough capacity building efforts or direct coaching.
  • Support the capacity building efforts conducted by the MoH and other partners and ensure that the information is harmonized according national and international standards.
  • Support and facilitate the training on new e-health technologies that will support the collection of data and management of the information.
  • Support and organize capacity building efforts to ensure that data and information follows regular data quality control.

Technical support on reporting and associated products

  • Ensure that a regular reporting system is in place for the Health & Nutrition interventions in emergency
  • Ensure that weekly reports, donors reports, MoH and OCHA reports are regularly collected and disseminated
  • Ensure that information on the mobile clinics is analyzed and presented in the health Cluster.
  • Provide technical support on the analysis of the situation based on the evolution of the data collected.

To qualify as an advocate for every child you will have…

  • A University Degree (Bachelor) in public health, statistic, social science, epidemiology, development planning, planning, evaluation, survey implementation, advanced statistical research or other related field is required.
  • Two years of professional work experience in programme development and implementation including monitoring and evaluation areas of health and nutrition programs, primary health care, epidemiology and/or related areas where health information system were implemented.
  • Field work experience; at least one instance of exposure to emergency programming, including preparedness planning, highly desirable. Active involvement in a humanitarian crisis response programme preferred.
  • Fluency in French and Creole is required. Working knowledge of English is an asset.
