The M&E Officer, NOB will report to the Programme Specialist Level 3 (PMNP Coordinator). The incumbent will work on a day-to-day basis with the DOH, implementing partners and contractors on the project measurement and evaluation activities. This includes the project landscape analysis, baseline, midline, end line assessment and impact evaluation, to provide professional technical support on information/data collection, statistics, and data analysis, monitoring and evaluation. The M&E officer will provide operational and administrative assistance throughout the programming process from development planning to implementation, progress monitoring, evaluation, and reporting delivery of results. The M&E Officer will also work closely with the UNICEF’s staff in the Planning Monitoring and Evaluation (PME) section ensuring optimal technical guidance and support is provided to the PMNP.

The M&E Officer will have the following Tasks and Responsibilities:

Support to programme development and planning for the PMNP project measurement:

  • Conduct and update the situation analysis for the PMNP for development, design, and management. Research and report on development trends (e.g., political social, economic, nutrition, health) for higher management use to enhance programme management, efficiency, and delivery of results.
  • Contribute to the development and establishment of PMNP project measurement goals, objectives, strategies, and results-based planning, through analysis of needs and areas for intervention, and submission of recommendations for priority and goal setting.
  • Provide technical and operational support throughout all stages of programming processes by executing and administering a variety of technical programme transactions; preparing materials and documentations, and complying with organizational processes and management systems, to support programme planning, results-based planning (RBM), and monitoring and evaluation of results.
  • Prepare required documentations and materials to facilitate the programme review and approval process.

Integrated Monitoring, Evaluation & Research Planning (IMEP) for the PMNP:

  • Make professional contributions to and provide technical assistance for the planning and establishing of the PMNP project measurement including other project research, monitoring and evaluation activities in the Philippines Country Office multi-year and annual IMEPs.
  • Participate in management of PMNP project measurement activities including studies and support/participate in PMNP evaluations to improve development & organizational effectiveness.
  • Support and contribute to effectively joint evaluations with developmental partners, including joint evaluation of UNICEF or of multi-partner programmes.
  • In close consultation with management and liaison with partners, make a professional contribution to formulation of the IMEPs from a sound results-based programming process and collaborative working relations with partners
  • In a close coordination with partners, ensure that the IMEPs include data collection activities that provide accurate and relevant data on key activities and results, including results for children

PMNP Programme management, monitoring and delivery of results:

  • Work closely and collaboratively with colleagues and partners to discuss operational and implementation issues. Provide solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decision-making. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
  • Work on a day-to-day basis with the DOH and the PMNP implementing partners and contractors to provide professional technical support, operational, and administrative assistance ensuring delivery of results.
  • Participate in monitoring and evaluation exercises, programme reviews and annual reviews with the government and other counterparts to assess programmes/projects and to report on required action and interventions at the higher level of programme management.
  • Monitor and report on the use of sectoral programme resources (financial, administrative, and other assets), verifying compliance with approved allocation, goals, organizational rules, regulations/procedures, donor commitments, standards of accountability, and integrity. Report on issues identified to ensure timely resolution by management and stakeholders. Follow up on unresolved issues to ensure resolution.
  • Prepare regular and mandated sectoral programme/project reports for management, donors, and partners to keep them informed of programme progress

Innovation, knowledge management and capacity building:

  • Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders.
  • Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable programme results.
  • Research, benchmark, and report on best and cutting-edge practices for development planning of knowledge products and systems.
  • Participate as a resource person in capacity building initiatives to enhance the competencies of clients and stakeholders.
  • Contribute to the collaboration of an M&E capacity building strategy for national partners and institutions and corresponding activities. Provide technical support for implementation of capacity building strategies as a joint commitment with government other developmental partners.
  • Contribute to facilitate that Evaluation capacity of national partner organisations is strengthened through their involvement in evaluation processes and possibly through specific capacity building initiatives.
  • Contribute to liaise with knowledge institutions to seek partnerships for the identification of capacity gaps and the development of strategies to address them.

Communication, networking, and partnerships:

  • Facilitate or contribute to integrated planning of research, monitoring and evaluation activities for the PMNP within the Country Office, with government partners, the UN Country Team, and the wider international community, in the context of internal office management plans, the country programme process.
  • Facilitate or contribute to joint monitoring and evaluation activities with national partners, the UN Country Team, and the wider international community.
  • Provide technical support to DOH, DSWD, and PMNP implementing partners and contractors on data collection, data management and data analysis for basic monitoring and evaluation.
  • Provide synthesis of M&E results to DOH, DSWD, the country office senior management, the Country Management Team and key programme and operations staff.
  • Ensure that evaluation recommendations are communicated to the relevant partners for implementation, with advice on the Implementation Plan and follow-up action for future programming.
  • Facilitate learning from the results of monitoring and evaluation within the Country Office and more widely within UNICEF in the region and globally, as well as among national partners and other key stakeholders, engaging more expertise from knowledge institutions.
  • Seek advanced or in-depth technical support on monitoring and evaluation from the Philippines Country Office (PCO) Chief of PME, Regional Advisors and headquarters advisors on monitoring and evaluation as necessary.
  • Collaborate with the PCO PME Section, Regional Advisers to ensure the availability of current and accurate monitoring and evaluation data and results.
  • Collaborate with PCO PME Section, Regional M&E Advisers and HQ Officers for overall coordination of priority research, monitoring and evaluation activities.

To qualify as an advocate for every child you will have…

  • University degree in social sciences, development planning, planning, evaluation, survey implementation, advanced statistical research.
  • A minimum of two (2) years of professional experience in programme development and implementation including monitoring and evaluation activities.
  • At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.
  •  Relevant experience in a UN system agency or organization is considered as an asset.
  • Fluency (oral and written) in English is required.
  • High level of writing and communication skills, computer skills.
