The current UNICEF-Government of Zimbabwe Country Programme of Cooperation (2016-2020) aims to support Zimbabwe to sustain and build upon the gains achieved for children during the 2012-2015 Country Programme of Cooperation. The programme focuses on improving the quality of social services, increasing access to services, and helping to build national and sub-national capacities to provide low-cost, high-impact interventions for all children, especially the most vulnerable.

How can you make a difference?

Under the close supervision and guidance of the Chief of Planning, Monitoring & Evaluation, the Monitoring & Evaluation Officer (Humanitarian) is accountable for the accomplishment of the stated key end-results by providing professional expertise and assistance in humanitarian information/data collection, adapting and applying the minimum UNICEF humanitarian performance monitoring tools and approaches to the country context, humanitarian statistics and data analysis, monitoring, preparation of reports, communication and partnership, and in implementing training programmes for national and sub-national data collection, monitoring, capacity building with special attention to the interest, concern and participation of primary stakeholders.

Summary of key functions/accountabilities

  • The Country Office Humanitarian Performance Monitoring Plan is prepared and in place to provide strategic priority and realistic plan of activities
  • Humanitarian Situation Monitoring and Assessment - Timely situation monitoring and measurement of changes in humanitarian conditions in the country are conducted with the participation of relevant partners and provided to the Country Office and national partners to facilitate national planning, and assess the impact of the programmes and policies, and report on the progress being made.
  • Humanitarian Performance Monitoring -The Country Office Humanitarian Performance is systematically monitored and data for key indicators of the Humanitarian Action for Children and management reports are collected, analyzed and made available to management and the Emergency Management Team.
  • Information Management Systems - An information management system and data repository are established, and tools are disseminated within the Country office. Data visualization methods are established and maintained to facilitate management decision-making. Major partners are kept abreast and/or contribute to these exercises as required.
  • HPM Capacity Building - The humanitarian performance monitoring capacities of Country Office staff and national partners are strengthened, enabling them to increasingly engage in and lead humanitarian monitoring processes.
  • Communication and Partnerships - Provide technical support to ensure that all of the above tasks are carried out and accomplished through effective communication and partnerships

To qualify as an advocate for every child you will have…

Education: University degree in social sciences, development planning, planning, survey implementation, advanced statistical research.

Work Experience:

  • Professional work experience in programme development and implementation including monitoring and evaluation activities as follows:
  • Two years of relevant professional work experience. Developing country work experience (for IP) or field work experience (for NO)
  • At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.

Language Requirements: Fluency in English is required. Knowledge of the local language is considered as an asset.
