Malaria Team, WHO Myanmar has been supporting in planning and implementing malaria control/elimination programme. Malaria control programme embarked to malaria elimination in 2016 with the aim to eliminate P. falciparum malaria by 2023 and all human malaria by 2030. WHO is implementing donor funds through supporting field staff to the national programme at various locations.  

There is a vacancy for Monitoring and Evaluation Specialist (Malaria) (MES) in central office of NMCP, Nay Pyi Taw. The MES will be supported by extrabudgetary sources. The incumbents will work under the direct supervision of Medical Officer (Malaria) and overall guidance of the WHO Representative to Myanmar, and in close collaboration with the programme to perform the following tasks mentioned in the section below. The position is initially for one-year 2023. The extension for 2024 is contingent to performance and successful acquisition of funds beyond 2024.

Major Duties and Responsibilities:

Under direct supervision of Medical Officer (Malaria) and general guidance by WHO Representative to Myanmar the incumbent will work with officials to perform the following tasks:

  • Provide technical support to designing and implementing the M&E activities of the malaria control/elimination activities.
  • Participate in coordination meetings with WHO, implementing partners, and officials at various levels and monitor the activities on a regular basis, developing and maintaining the malaria surveillance system and will be responsible for collection and analysis of different data relation to malaria surveillance system
  • Coordinate with WHO Scientist (Malaria Control) to receive timely technical guidance to support the Township Malaria Control Programme.
  • Participate in planning and implementation quarterly workplan, surveys and malaria programme review related to malaria.
  • Serve as resource person during planning, trainings, workshops, and M&E meetings related to malaria control/elimination activities.
  • In transition to the WHO position, work closely with the other young field coordinators to transfer knowledge and simultaneously built capacity of the officials.
  • Assist the WHO Scientist (Malaria Control) in providing technical support to the National Malaria Control Programme (NMCP-VBDC), in monitoring and evaluation of their respective projects supported by the GFATM and other donor supported projects related to the malaria elimination
  • Work with NMCP and other national counterparts and concerned national NGOs in improving technical materials for training, supervision and monitoring
  • Serve as a resource person during trainings and workshops, and assist NMCP-VBDC and other government partners, local NGOs and INGOs in the preparation and timely submission of quality assured reports to WHO
  • Support the WHO Scientist(Malaria Control) in reviewing and tracking progress of the project activity and preparing technical progress reports for timely submission to donors.
  • Visit States/Regions to provide technical support to coordinators/data assistants and support coordination at State/Region/Township levels to avoid project fragmentation and overlapping with other projects such as GF-NFM.
  • Perform continuous monitoring for NMCP reporting system both web-based and DHIS2 databased system
  • Provide in-house technical support on developing, maintaining, configuring and troubleshooting malaria information system
  • Provide capacity building for central NMCP staff on information system, data management and reporting
  • Assist NMCP technical reporting to donors and other relevant partners
  • Coordinate with malaria implementing partners on surveillance and surveillance activities
  • Support other relevant activities as requested by NMCP

Work Relations and Partnerships:

  • The malaria team is working closely with National Malaria Control Programme and other partners supporting malaria control and elimination activities. The incumbent is expected to have working skills in a team and communication skills to manage the partnership. Most importantly the incumbent needs to work closely with the WHO team members, National and other Field Project Coordinators, Data Assistants and officials of National Programme at Central, State/Region of Ministry of Health and Sports.

Impact of functions:

  • The function plays a key role with respect to the clients served through the delivery of technical support on monitoring and evaluation of NMCP and Elaborate and design Impact Reports based on impact evaluation results accordingly in a collaborative approach.

Qualifications:

Educational:

Essential:

  • University degree in medicine (MBBS) with the relevant trainings in monitoring and evaluation, malaria control and elimination

Professional experience and knowledge:

Essential:

  • Good track records of at least 3 years of experience in monitoring and evaluation in malaria control and elimination.

Other skills:

  • Must be knowledgeable on DHIS2 and web-based databased system
  • Must be willing and able to travel to the field areas or others in the country.
  • Working experience in any UN organization, international organization or government offices will be preferred
  • Must be knowledgeable on the use of QGIS in desirable.

language skills:

  • Fluency in oral and written English and Myanmar is mandatory.
