In Sri Lanka, GGGI is working under the guidance of, and in close collaboration with the Ministry of Environment (MoE). The Ministry of Environment through the Climate Change Secretariat (CCS), as the National Designated Authority (NDA), nominated GGGI to be its delivery partner for the implementation of the Green Climate Fund (GCF) National Adaptation Plan Readiness Support (NAPRS) Project; “Strengthen the Process and Capacity of the Implementation of National Adaptation Plan of Sri Lanka”.

The NAPRS Project will revise the National Adaptation Plan for Climate Change Impacts in Sri Lanka (NAP) 2016-2025. It will also aim at building resilience of communities and the most vulnerable sectors; (1) food security, (2) water resources, (3) coastal and marine, (4) health, (5) human settlements and infrastructure (6) ecosystems and biodiversity (7) tourism and recreation (8) export agriculture, (9) industry-energy-transportation to adverse effects of climate change by strengthening the country’s capacity and systems to implement adaptations into sectoral plans.

GGGI as the project delivery partner, in close collaboration with the NDA, will implement the project, and among others, will guide, monitor, and supervise the implementation of the work by the consultants/vendors based on GGGI standard of implementation/monitoring procedures.

Project Background

Sri Lanka, as an island and developing nation, is highly vulnerable to the adverse effects of climate change. Occurrences of natural disasters due to extreme weather conditions such as prolonged droughts, flash floods and landslides deprive lives and livelihoods of people. Thus, building resilience of people, priority sectors, infrastructure and establishments cross-cutting sectors/themes over climate change effects, within a broader framework of sustainable development remains the country’s priority.

The NAP 2016-2025 being revised under the GCF funded NAPRS Project, is a rolling plan with a 10-year time horizon. The 10-year period is expected to be achieved in 03 stages: (1) foundation building stage (2016-2019), (2) development stage (2020-2022), and (3) goal achieving stage (2023-2025). Setting up of a viable mechanism for monitoring the progress of the development stage (2020-2022) activities is important towards achievement of overall objectives in the third stage. The NAP 2016-2025 is set to undergo periodic revisions and updating: (1) first revision in 2020, (2) second periodic revision in 2023, and (3) the post-plan review in 2026.

The NAP 2016-2025 is set to undergo the first periodic revision in 2022 under the GCF funded NAPRS Project to which the M&E Specialist will be hired. For the revision of NAP 2016-2025, there will be an extensive consultation process carried out at national and sub-national level including with decision makers and beneficiaries at field level. The revised plan will be submitted for review by the National Experts Committee on Climate Change Adaptation (NECCCA) for the approval by the Cabinet.

Role

The Monitoring & Evaluation Specialist (International) will engage in the first periodic revision of the “National Adaptation Plan for Climate Change Impacts in Sri Lanka 2016-2025” under this GCF funded NAP Readiness Support Project implemented by GGGI in partnership with the Climate Change Secretariat of the Ministry of Environment of Sri Lanka.

Duties & Responsibilities

  • The Monitoring & Evaluation Specialist (International) shall collaborate with GGGI staff, national and international consultants hired and under the guidance of the NAP Team Leader, deliver collective outputs of the project detailed below;
  • Study and review the NAP 2016-2025 specifically on (1) proposed adaptation options, (2) listed actions, (3) implementation timeframe, (4) proposed budget, and (5) gender and social dimensions to track progress of all 9 sectors and cross-cutting actions at national, sectoral, provincial and community levels;
  • Study the recently completed revision of Nationally Determined Contributions (NDC) adaptation NDCs for ambitious goals and objectives of the sectors that are overlapping with NAP 2016-2025 to improve monitoring, evaluation and reporting through regular learning towards resilience building;'
  • Under the guidance of NAP Team Leader and through consultations with relevant stakeholders, develop a methodology, and a validated comprehensive Monitoring & Evaluation Plan, including performance indicators to track the progress of all 9 sectors and cross-cutting actions for the (1) work left from the foundation building stage (2016-2019), and (2) reviewed work and activities in the development stage (2020-2022) complementing adaptation NDCs for resilient building;
  • Conduct a national training workshop to introduce the validated Monitoring & Evaluation Plan to key stakeholders and institutions;

Qualifications

  • An advanced university degree (Master's degree or equivalent) in economics, project management, development studies, monitoring & evaluation, environment science, climate change or related areas;
  • Appreciation of key concepts in evidence and results-based monitoring, database management, log frames, outcome mapping, and climate change is highly desirable;
  • A minimum of eight (8) years of progressive experience in similar positions involving design and implementation of log frames, M&E and reporting systems is required.;
  • Strong analytical skills and experience in developing technical reports in the context M&E systems - undertaking research, primary and secondary data collection, analysis and report writing;
  • Ability to work/deliver independently with minimal supervision;
  • Good interpersonal skills, ability to work collaboratively with colleagues from diverse cultural backgrounds;
  • Excellent English communication and writing skills in the field of local governance, climate change adaptations, or related areas;
  • Ability to communicate in national languages Sinhala and /or Tamil preferred;
  • Proficiency in standard Microsoft Office;
  • Experience in International Organizations, development agencies, government, private sector or non-profit sector in M&E.
  • Experience of working in a multi-disciplinary and multi-sectoral team environment.
