BACKGROUND: The International Rescue Committee (IRC) is a nongovernmental organization (NGO) that responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster in over 40 countries worldwide, including all countries most affected by the civil war in Syria, with the aim to restore safety, dignity and hope to millions who are uprooted and struggling to endure.

The IRC began relief operations in Greece in July 2015 to respond to a massive influx of refugees and migrants in Lesvos. Expanding its scope to mainland Greece in March 2016, the IRC’s programming in Greece now takes places in over half a dozen sites that give shelter to refugees in Lesvos, Athens, and the Central Macedonia Region and comprises of three areas of programming: protection for vulnerable groups with a focus on women and children (e.g. psychosocial support, case management and referrals, safe spaces for women and children, awareness-raising), water, sanitation and hygiene (WASH), e.g. the provision of sanitation facilities and hygiene promotion, and economic development and recovery (ERD) in form of financial assistance through pre-paid debit cards that can be used in stores.

POSITION OBJECTIVE: The Monitoring officer will support the Monitoring & Evaluation (M&E) Manager in developing, managing, and strengthening monitoring efforts of the IRC Greece program with the aim of ensuring a high program quality in line with international humanitarian standards and responsiveness to beneficiary needs and donor requirements in a rapidly changing context.

SCOPE OF WORK: The Monitoring officer is a position within the Northern Greece office of the Greece country program. The M&E team has a total number of 6 staff (1 M&E Manager, 1 monitoring officer and 2 ICT officers in Athens and 2 monitoring officers in Northern Greece). S/he will be mainly responsible to conduct activities in the areas of data collection and analysis as well as capacity building, learning, and accountability (see responsibilities) in support of the Northern Greece economic recovery and development/cash and WASH programs.

The position is initially offered until March 31 with an assumed extension for at least six months with the beginning of a new grant on April 1. The Monitoring Officers work under the technical supervision of the M&E Manager based in Athens, who frequently travels to all locations, and the administrative supervision of the Field Coordinator of the respective location, and in close coordination with program staff.


Monitoring Data Collection and Analysis:

  • Support the implementation of activities according to the program’s monitoring plan and adherence to IRC’s monitoring standards
  • Support the introduction of an organization-wide data base for monitoring data
  • Plan, manage, and oversee regular data collections in program sites
  • Conduct manual data entry from paper-based into electronic forms during interim period
  • Conduct quantitative analysis and interpretation of program data
  • Support liaison between program staff in field sites and M&E Manager
  • Support the review and revision of data collection tools
  • Support the preparation of data for reports and report writing
  • Carry out regular data quality audits (DQAs) with support from M&E Manager
  • Support the tracking, record keeping, and filing for program activities

Capacity Strengthening, Learning, and Accountability

  • Provide individual support to program staff in areas of data collection (e.g. using tablets for data collection) and use of program database (previous training on program database provided)
  • Prepare, participate in, and support follow-up of data review meetings that serve to discuss program progress and use data to inform decision-making for program adaptation
  • Conduct frequent field monitoring visits and provide regular feedback to program staff
  • Support monitoring/data base/ data collection trainings given by M&E Manager at least administratively/logistically (possibly give trainings depending on experience)
  • Oversee regular data collections of beneficiary feedback on program services to improve program quality, managing data collectors
  • Lead discussion sessions with beneficiaries and staff, presenting the results of the beneficiary feedback to them

Information and Communications Technology (ICT)

  • Work closely with ICT officer on preparing electronic data collections (e.g. scheduling the programming and testing of electronic data collection tools)

The Monitoring Officers will also perform other duties as required.

All IRC staff are required to adhere to “The IRC Way Standards for Professional Conduct” and the IRC country employment policies.

Required skills:

  • Bachelor’s degree, preferably in relevant field (e.g. social sciences, economics, etc.)
  • Minimum of 1 year of work experience, preferably in a related field (e.g. monitoring, evaluation, data collection and analysis, research, etc.)
  • Knowledge of quantitative and qualitative data collection tools
  • Experience in conducting primary quantitative data collection and data entry, preferably experience with electronic data collection
  • Experience in data/information management and quantitative analysis (basic statistics)
  • Excellent computer skills in MS Office, especially Excel
  • Fluent oral and written English communication skills, including ability to present information orally and in writing clearly and concisely
  • Ability to develop and maintain good relations in teams
  • Strong planning, organizational, and time management skills
  • Ability to prioritize among multiple tasks and make decisions.
  • Excellent attention to detail
  • Proactive attitude and ability to seek supervisory support as needed
  • Flexibility and ability to work under pressure and in constantly changing work environments
  • Holds self accountable to high professional standards (e.g. responsible, meets deadlines)

Desirable skills:

  • Knowledge of key Monitoring & Evaluation concepts, methods, and tools
  • Experience in organizing activities (data collections, events, meetings, conferences, etc.)
  • Experience in conducting primary qualitative data collection and data entry
  • Experience using databases and other software (e.g. statistical)
  • Experience in building capacity of others (e.g. trainings/workshops/coaching/tutoring)
  • Experience in writing reports
  • Experience of working in multicultural environments
  • Experience of working in a nongovernmental organization (NGO)
  • Knowledge of international development and/or the humanitarian sector
  • Commitment to humanitarian work and continuous learning
  • Strong analytical, systematic-thinking, and problem-solving skills
  • Arabic or Farsi language skills an advantage

Work Environment: Office environment involving frequent travel to project sites as needed.
