Job Description


Protection and conservation of the environment is becoming increasingly important because of the effects of climate change such as rising sea levels and ocean acidification. Leveraging environment and climate funding help countries step up their activities in climate change adaptation and mitigation and integrating climate change and disaster risk management into national and sectoral planning.

The UNDP Office in Fiji Resilience and Sustainable Development (RSD) team works with Pacific Island countries to strengthen their legal and institutional frameworks for sustainable development and address gaps in environmental legislation. We help in climate change adaptation and mitigation, conservation of biodiversity, minimizing land degradation, ensuring efficient and equitable water resources management and water supply and sanitation delivery, and increasing efforts towards enabling access to electricity, environmentally sustainable transportation, and cleaner and affordable fuels.

Under the guidance and supervision of the Deputy RSD Team Leader, the Monitoring and Reporting Officer will be responsible for the monitoring; ensuring high quality, results-based management and timely analysis and reporting.

The RSD team is currently implementing 36 projects across 15 Pacific Island countries with a total budget of approximately USD$147 million. The M&R Officer will be the dedicated capacity to manage and synthesize project level findings to inform Sub Regional Project Document (SRPD) output level and the SRPD/UNPS (United Nations Pacific Strategy) Outcome level results and well as link up the UNDP Strategic Plan and other reporting mechanisms including but not limited to the SAMOA Pathway and the Sendai Framework. The M&R Officer is therefore an integral part of the RSD Team to support Monitoring & Reproting at the portfolio level including in relation to gender.

The M&R Officer works in close collaboration with the RSD Programme and Project teams, Integrated Results and Management Unit (IRMU) in the Pacific Office in Fiji and Government officials and other partners to ensure that thematic and project’s findings and recommendations are implemented.

Duties and Responsibilities

Support to strategic planning and business planning for the RSD team.

  • Collate, analyses and provide project data informing work planning for the RSD team;
  • Support the RSD project’s target setting and monitoring implementation;
  • Analyses the areas of the RSD work, with an emphasis on indicators, targets and resources (supporting development of dashboards);
  • Supports the RSD team in pipeline management, including ensuring timely population of correct pipeline data in Atlas module;
  • Provides guidance on the UNDP RSD overall resource envelope in line with UNSP, SRPD and, Strategic Plan.

Facilitation of the reporting for RSD programme/projects and government reporting (ensuring alignment with partner and corporate priorities).

  • Collaborates with RSD programmes and projects on successful completion of the reporting requirements for the CPD/UNDAF;
  • Monitors the donor reporting calendar for RSD to ensure timely submission of the donor reports;
  • Assists with the preparation of the Results Oriented Annual Reporting (ROAR), Periodic Implementation Reports (PIR), Annual Periodic Report (APR), government quarterly reports and other relevant RSD reports;
  • Reviews and clears RSD donor reports in collaboration with RSD Associates

Support to the RSD team especially the Analysts and Project Managers in M&E Activities:

  • Ensure results based project outputs, indicators, targets are established
  • Monitoring project results resources framework on a regular basis
  • Collection & analysis of different project indicators results data & risk analysis
  • Work with IRMU and Communications to communicate key results
  • Work with the Gender Focal Point on improving gender markers and progress toward meeting Gender Marker requirements

Ensures facilitation of RSD knowledge building and knowledge sharing on monitoring and evaluation focusing on achievement of the following results:

  • Identification and formulation of evaluation findings, lessons learned and recommendations to be integrated into broader M&E knowledge management efforts, disseminated in learning events and channeled into decision-making processes;
  • Contribution to the implementation of M&E knowledge management and learning strategy;
  • Conduct results-oriented monitoring and evaluation training efforts for the RSD team and project partners.

Required Skills and Experience


  • Master’s Degree in Development Studies, Social Sciences, Environmental Management, Natural Resources or related areas.


  • Minimum of 2 years progressively responsible experience in monitoring and reporting with a background in the analysis of socio-economic issues and related policy matters OR Bachelor’s degree with 5 years’ experience in a specialized relevant area.
  • Experience in quantitative and qualitative data analysis highly desirable.
  • Excellent interpersonal and communication skills; research, analytical and writing abilities and the ability to work in teams
  • Effective organizational and administrative skills.
  • Strong organizational and planning skills with the ability to work independently as a team player and under pressure
  • Experience in usage of computers and knowledge of spreadsheet and database packages, experience in handling of web-based management systems.

Language Requirements:

  • Fluency in the UN and national language of the duty station.
