PURPOSE OF THE ROLE:

The Advocacy Director shares the general responsibility for the direction and coordination of the Country Office program and leads our policies and political influence in a country, positioning and making Save the Children visible as a leading organization in defense of the rights of Colombian Children . This position provides high-level general leadership, management, and strategic direction on advocacy, communications, and campaigns in Colombia. The person is responsible for the development and execution of advocacy strategies, communications and campaigns that influence institutional policies and practices of governance and others, in order to achieve positive and lasting changes to enforce the rights of children, through advocacy, communications and campaigns.

Dimensions:

  • Ability to guarantee the development and execution of advocacy strategies, campaigns and communications that influence institutional governance policies and practices, in order to achieve positive and lasting changes to enforce the rights of children and adolescents in Colombia.
  • Support for efficiency with the ability to plan the management of programs and projects.
  • The communication relationship is with all staff, with partners, allies, beneficiaries, peers and other key actors (stakeholders). He will be in permanent contact with the members of the Communications area.

KEY AREAS OF LIABILITY:

  • Provide overall leadership, vision, strategic direction and management of Save the Children's advocacy work, across all thematic areas, and ensure that advocacy is an integral part of Save the Children's Theory of Change.
  • Ensuring coherence of advocacy and reinforcing strong and effective synergies between programs and advocacy, to maximize Save the Children's impact.
  • Position Save the Children as the leading organization on children's issues in the country, having children's rights as the central axis of public advocacy work.
  • Ensure that advocacy is an integral part of Save the Children's work, to achieve lasting changes and ensure that the public advocacy approach and plans are part of the Strategic Country Plan (CSP), the Annual Country Plan (CAP) and of program strategies.
  • Ensure smooth and regular communication with the regional advocacy director and reinforce strong and effective synergies between regional and national advocacy strategies and to maximize the impact of Save the Children.
  • Work together with the program area team to ensure the meaningful integration of public advocacy in the comprehensive planning and implementation of programs, especially to ensure that the evidence and best practices generated by Save the Children programs report the work advocacy to achieve results at scale.
  • Provide general leadership, vision, strategic direction and management of Save the Children's advocacy work and campaigns in a transversal manner in all thematic areas and in the execution of the Global Campaign at key Global Moments in the country, based on the Global Strategy.
  • The position holder will make sure to agree on a percentage of the total expenses of donations for advocacy activities and campaigns, in order to comply with our entire Theory of Change.
  • Work with program directors and PDQ to develop large grant proposals and ensure advocacy is included in grants and advocacy resources are appropriately budgeted.
  • The incumbent will ensure that advocacy, campaigns and external communications are used to influence public opinion and political commitment at the national level in support of children's rights.
  • Provide a high-level representation of advocacy work with the media, alliances and target groups.
  • Use a strong project management approach in planning activities, to maintain financial control and profitability of advocacy activities.
  • Support the development of an organizational culture that reflects our dual mandate values, promotes responsibility and high performance, fosters a culture of team learning, creativity and innovation, and leads our staff to deliver outstanding results for children and teenagers. and excellent customer service for our members and donors
  • Develop and maintain a deep understanding of key advocacy issues and the positions of key stakeholders (including key ministers, political, civil society or economic leaders), donors, media editors, etc.
  • Lead leadership in identifying and managing potential risks associated with Save the Children's public position and designing strategies to mitigate the risks that have been identified.
  • Develop and foster relationships with key advocacy coordination groups between organizations and ensure that Save the Children's advocacy work in the country is informed and guided by the global campaign strategy of Save the Children, by advocacy strategies of the Global Initiatives, and by the advocacy guide of the Global Advocacy Group.
  • Develop the advocacy capacities of Save the Children's program staff and partners and ensure that advocacy is included in their annual plans and goals.
  • In emergency situations, lead the development of advocacy messages, and if necessary, in the development of a comprehensive advocacy strategy (in line with Save the Children's humanitarian procedures and categorization of emergencies) and work with the Humanitarian Advocacy Working Group and other SCI stakeholders and SC Members.
  • Establish processes for monitoring and evaluating advocacy work and ensuring that the implementation and impact of advocacy are effectively monitored and evaluated (included as part of the annual national reporting process).

Focus on Communications and Marketing

  • To promote within the communications area a vision that contemplates marketing and its strategies for all the campaigns and activities that are carried out. The foregoing with the aim of strengthening integration with marketing in order to enhance collection in the short, medium and long term.
  • Articulate communications actions with the Fundraising area, in a constant search to improve the visibility of SCC with a broad focus on marketing and, in turn, on fundraising.
  • Develop comprehensive campaigns, in which all branches and channels of communication with marketing are incorporated, aimed at a previously identified target audience. From there, the communications plan will be defined, structured and designed. Likewise, the channels to be used will be established, under what tone and type of communication will the campaigns be carried out.
  • To promote the inclusion in the management of social networks of a quadrant on the grid dedicated to the search for new donors. Also, one focused on loyalty and campaigns in the area, always taking into account the integration of all areas in the development of this.

Advocacy Tactics

  • Establish a biannual advocacy calendar with key times and opportunities for advocacy. Be vigilant to take advantage of advocacy opportunities as they arise.
  • Lobby with high-level decision-makers, in accordance with the messages of indecency agreed by Save the Children.
  •  Undertake and / or commission research on specific topics to inform current and future advocacy decisions, and to establish a Save the Children's position and coordinate high-quality briefings, letters, and other written material for internal and external use.
  • Produce political information documents, political position statements and public communication related to key advocacy issues.
  • Work closely with the media team to advise on lines of communication and media strategy and make optimal use of national and international media to influence key advocacy target groups and public opinion .
  • Ensure timely and effective coordination of activities and unexpected promotional opportunities with communications and program staff.

REQUIREMENTS

  • Degree in Development, Social Sciences, Development Law, Public Policy or equivalent.
  • Desirable Specialization and / or Master's Degree in Political Advocacy or related.

EXPERIENCE AND SKILLS:

  • A minimum of 7 years of experience in advocacy in a company or NGO environment, with experience in successfully leading the development and implementation of advocacy strategies.
  • Experience in a series of campaign, advocacy, communications and / or fundraising techniques and approaches.
  • Experience in handling and administration of work teams.
  • Experience in influencing governments, donors and other organizations through representation and / or advocacy.
