Job Description

The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.


In the context of the WHO Health Emergencies Incident Management System (IMS), at the country level, the incumbent will act as entry point for risk communication and community engagement (RCCE); ensuring that RCCE principles and practices are integrated into and implemented in all phases of the incident management cycle.

 Support the development and implementation of a COVID-19 RCCE action plan for the country office, as part of the health response operations, and in close collaboration with the RCCE hub focal point and the RO Communication Pillar Lead.

This includes:

  •  Identify key target audiences with a focus on at-risk and vulnerable groups from COVID-19;
  •  Use listening mechanisms and qualitative and quantitative data collection and analysis methodsto monitor and analyze information and address rumours among key target audiences;
  •  Based on listening data, develop relevant RCCE messages and materials (brochures, leaflets and posters including graphic design; animated videos; radio and TV scripts; social media content), campaigns, and other initiatives, in languages and formats used by target audiences;
  •  Deploy RCCE messages, materials, campaigns etc. to key target audiences via trusted sources (influencers) and channels, including web, media and social media.
  •  Support national authorities to develop/implement the national RCCE COVID-19 strategy and action plan, with reference to the RO strategy template, including conducting lessons learnt exercises to further strengthen RCCE;
  •  Support WHO coordination of UN agencies, nongovernmental organizations and civil society organizations in tailoring the UN Country team COVID-19 strategy and plan in support of national authorities;
  • Document the WHO and country response through audiovisuals, sitreps, newsletters, briefings; promote features and stories to show WHO impacts on the ground, including for resource mobilization purposes; organize events as needed;
  •  Respond to media enquiries, developing talking points, briefing spokespersons and organizing interviews and participation to media programmes; and proactively brief journalists and broadcasters;
  •  Report regularly on RCCE activities and issues to the IM and respective RO counterparts.
  •  Build and maintain RCCE capacity in the country (WHO Country Office, national authorities, partners, media and other stakeholders) through trainings, coaching and on-the-job support. Perform any other related incident-specific duties, as required by supervisors




Bachelor level university degree in social sciences, behavioural sciences, development sciences, communications, humanities or related fields from an accredited/recognized institute.

Desirable: Master level in any of the above. Training in public health, health education, health communication, or health promotion.


Essential: At least 2 years of RCCE related professional experience, part of which working in disease outbreaks or health emergencies. Proven experience in the development and implementation of RCCEs strategies and plans.

Desirable: Prior working experience with WHO, the UN, health cluster partners, recognized humanitarian organizations or other international organizations.


  • Excellent interpersonal skills. Effective negotiation, facilitation and consensus building skills. Ability to work under pressure while producing results. Ability to “think outside the box” and to make innovative proposals related to RCCE. Tact, discretion and diplomacy. Knowledge or understanding of WHO mandate and goals in the emergency incident management context.
