eGovernments Foundation (eGov) is a nonprofit organization started by Nandan Nilekani and Srikanth Nadhamuni in 2003. It aims to transform urban governance in India through DIGIT, its flagship technology platform. DIGIT helps urban local bodies (ULBs) more efficiently manage Operations, track finances and provide municipal services to citizens.

DIGIT provides the lowest total cost of ownership and helps ensure that governments retain strategic control of their systems and data. Open API powered Digit enables developers, enterprises, and citizens to build new applications and solutions. The ready to use platform helps achieve quicker implementation time-frames and helps local governments achieve process improvements, accountability, and transparency at various levels of administration.

This is a “change at scale” role- with the responsibility of National Roll Out of DIGIT Urban Stack in 4400+ towns and cities across urban India.

This role will require building an operating model that can deliver at a national scale. In real terms it means rolling out the DIGIT Urban Stack in multiple states in parallel, building trusted advisor relationships with states, enabling program partners, building assets across the value chain of the program and pushing the boundary on program sustainability and impact.

In addition, the role will engage with multiple stakeholders including the Ministry of Housing and Urban Affairs (MoHUA). The Program Head will need to work with MoHUA to get the NUS program established, piloted and scaled across India. This will include briefing, discussing and negotiating with senior government stakeholders on the national program and facilitating any processes and documentation requirements needed to get the program firmly established. This will involve building new capabilities, robust processes, and a dedicated team. This role will work closely with MoHUA to drive clarity and alignment across program partners and stakeholders and act as a horizontal problem solver.

Create and implement “at scale” Operating Model across India.

Build a robust operating model for National Roll-out. This will include-

  • Program design that goes beyond “deploying technology” and includes areas like setting impact objectives, building state capacity and catalyzing partner ecosystem
  • Building out knowledge and process enablers for states on procurement, funding, driving adoption, building sustainability of the program at the state level
  • Building governance and “impact assurance” model to ensure that program partners are delivering to the agreed quality and impact
  • Evangelize and the operating model with all the key players of the ecosystem – Central Govt, State Govt, Implementation Partners, Non-profits
  • Create a Delivery Management Machine to effectively manage the scale and catalyze the ecosystem

Build a strong program management function

  • Enablement and Support of Multiple Partners and Senior Officials at Scale
  • Build assets to “de-skill” the implementation for partners
  • Creating a CoE for implementation which partners and governments can leverage
  • Engaging partner states to build the capacity for the program and sustain impact

Building whole program lifecycle and supporting states in their journeys

  • Create trusted partner relationships with key stakeholders
  • Catalyze re-imagination and innovation in the ecosystem

Co-Create and Evangelize a compelling narrative with states and partners on urban transformation:

  • Triangulating the mission, ecosystem needs, and policy environments to build a core narrative and multiple flavours of urban transformation journeys
  • Become a trusted advisor to bureaucrats and decisions makers

Who you are

  • You understand risk, interdependencies, and probabilities.
  • You are a people person and able to work with a wide range of people from technologists, to government employees, development partners and System Integrators.
  • You are composed under pressure, able to transform chaos into order and help build and drive clarity for all partners in the program.
  • We believe that you should have 15+ years of experience in delivering multiple programs at scale and some experience in working with the govt in tech-driven transformations.
