The project “Strengthening Transport Policies and Workforce Development for a Just Transition to Electric Mobility in Bangkok” supports the Bangkok Metropolitan Administration (BMA) in embedding Just Transition principles into electric mobility (e-mobility) strategies. It aims to ensure that Bangkok’s shift to EV technologies reduces emissions while promoting inclusive socio-economic development, gender-responsive workforce strategies, and equitable access to emerging green jobs.

Responsibilities  : 

  • Facilitate the project timely implementation, monitoring and evaluation through management functions, in line with the ILO policy, rules and regulations and according to the final project document and work plan.
  • Responsible for the effective administrative management of the project, including guidance and supervision of the personnel assigned to the project.
  • Contribute proposals for project development and serve as national project advisor to the Sr Specialist on Environment and Decent Work and draft project proposals for fund raising in this thematic area, project reports and evaluation.
  • Monitor progress of the project and its activities by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness.
  • Identify problems, propose solutions and action and follow-up with relevant departments at headquarters and regional office, executing agencies, government offices, constituents and other organizations to expedite implementation and meet targets.
  • Provide or ensure access to information and policy advice to the government and the social partners on issues related to Just Transition.
  • Organize training programmes and awareness raising activities to improve understanding on Just Transition.
  • Maintain close cooperation and coordination with government, employers' and workers' organizations in the planning and implementation of activities under the project and in general related to JT.
  • Represent the project in various fora, under the guidance of the Sr Specialist on Environment and Decent Work and the ILO CO Director.
  • Develop and maintain strong links with ILO specialists within the ILO Decent Work Team in Bangkok, other colleagues in the field and the Action Programme on Just Transition on specific technical areas requiring comprehensive and collaborative interventions.
  • Prepare required technical progress reports and ad hoc reports on the status of projects on Just Transition in Thailand for submission to the ILO and the donor.
  • Ensure high-level communications to increase project’s visibility at the national and international levels.
  • This includes the responsibility to liaise with the UN country team and ESCAP, and other key stakeholders, to ensure effective coordination with relevant national strategies and related technical projects.

Requirements  :

  • A first-level university degree in economics, social sciences, law, political science, or a related field, with strong knowledge of development issues. Postgraduate degree would be an advantage. 
  • At least three years of relevant professional experience in project management, supervision, consultancy services, and administration, including meeting deadlines, achieving targets, and ensuring the timely preparation and submission of reports to donors.
  • Proven experience engaging with external partners and stakeholders, including government institutions, non-governmental organizations, international organizations, and other relevant actors.
  • Strong understanding of labour market dynamics and their linkages with environmental sustainability, the transition to a green economy, economic development, poverty reduction, and social policies.
  • Familiarity with policymaking processes is essential.
  • Experience working on thematic areas within the ILO’s mandate, and proven experience in just transition, circular economy, and/or green jobs in the context of Thailand.
