Job Description

Duties and ResponsibilitiesUnder the direct supervision of the Head of the Procurement Unit in the CAR Country Office, the National Procurement Officer will be responsible for the following:

  • Support the procurement processes and operational activities of the WFP office in CAR (for example, tendering, evaluating offers, negotiating / awarding contracts, etc.), following standard procedures in the field. and contributing to the successful procurement of food, goods and services.
  • Play a lead role in the following procurement activities: Market research to find suppliers and products and services available in the local market; processing of files with the formal evaluation committee; processing of files with the Purchasing and Contracts Committee; maintain a database of suppliers (Roster) and a database of contracts; maintain a shopping request tracking file submitted by customers (other units).
  • Periodically extract procurement data from WFP's work systems to make recommendations for improving procurement processes.
  • Collect the data needed to produce accurate and timely reports on procurement activities to contribute to WFP's overall vision, enable informed decision-making and provide consistent information to stakeholders, with a view to optimize performance.
  • Support the audit of procurement activities by gathering the information necessary to implement the recommendations to ensure compliance with the procedures and rules in place.
  • Work closely with other RCA MAP units to align procurement activities with office programs and ensure a coherent approach to meeting the needs of food assistance.
  • Support the training of WFP staff for a strategic and proactive approach to procurement of food, goods and services, for example through the design and revision of training materials.
  • Guide and supervise a limited number of purchasing assistants, serving as a reference and supporting them in simple analysis and queries.
  • Whenever necessary, contact Headquarters, the WFP Regional Office in Dakar, other WFP country offices and procurement services of other UN agencies in CAR on procurement issues. .
  • Follow standard emergency preparedness practices to enable WFP to respond quickly by deploying the necessary resources (food and non-food) in the affected areas at the onset of the crisis.
  • Perform any other duties, if necessary, as instructed by the Head of the Procurement Unit.

Expected Outcomes:  Purchase of food, goods and services in accordance with WFP rules and procedures. Production of reports and / or recordings, set up independently with only general guidelines. Well organized work with accurate information and databases; effective supervision of the work of lower grade procurement staff.

Critical success factors:

Judgment healthy; Ability to extract, interpret, analyze and format data and solve operational problems. Ability to work with minimal supervision, supervise and train support staff; and to work effectively with people of different nationalities and cultures. Ability to work accurately under time and pressure constraints. Ability to patiently and tactfully handle clients (WFP staff and suppliers), all with a high sense of confidentiality, initiative, judgment and integrity.

QUALIFICATIONS AND EXPERIENCES REQUIRED:

  • To be of Central African nationality
  • Has a Master's degree, Master's degree or Bachelor's degree (plus 3 years' experience) in economics, business, business administration, engineering, accounting or other related field completed with supply chain training or purchases.
  • Have at least two (2) years professional experience, preferably in procurement or purchasing.

OTHER SKILLS REQUIRED:

  • Willing to travel within the country;
  • Master the use of computer tools and Microsoft programs;
  • To be able to speak and write French correctly, knowledge of English being an advantage;
  • To be able to work under stress; 
  • Have good analytical skills;
  • Ability to work in a team and establish good interpersonal relationships.
  • Ability to work in a multicultural environment
  • Experience with a UN agency or an international NGO would be a positive asset.

QUALIFICATIONS AND EXPERIENCES REQUIRED:

  • To be of Central African nationality
  • Has a Master's degree, Master's degree or Bachelor's degree (plus 3 years' experience) in economics, business, business administration, engineering, accounting or other related field completed with supply chain training or purchases.
  • Have at least four (4) years of professional experience in procurement or purchasing.

OTHER SKILLS REQUIRED:

  • Willing to travel within the country;
  • Master the use of computer tools and Microsoft programs;
  • To be able to speak and correctly write French knowledge;
  • Have an intermediate level in English;
  • To be able to work under stress; 
  • Have good analytical skills;
  • Ability to work in a team and establish good interpersonal relationships.
  • Ability to work in a multicultural environment
  • Experience with a UN agency or an international NGO would be a positive asset.
