Job Description

Organizational Setting

The tasks envisaged for this consultancy are to be carried out through the Emergency Centre for Transboundary Animal Diseases (ECTAD), which is currently implementing a number of projects in various countries in Africa, Asia and NENA regions. Within the ECTAD framework, the Animal Production and Health Division (AGA) is closely working with the Emergency and Rehabilitation Division (TCE) under the Strategic Program 5 to support various aspects of the animal health programme of FAO including the Emerging Pandemic Threats (EPT) and Global Health Security Agenda Programmes. One Health (OH) approach is cross-cutting the USAID-funded GHSA/EPT portfolio and represents an integrated approach for preventing and mitigating health threats at the Animal-Human-Plant-Environment interfaces with the objective of achieving public health, food and nutrition security, sustainable ecosystems and fair trade facilitation.

Reporting Lines

The One Health M&E Analyst will work under the overall policy and technical guidance of the FAO Chief Veterinary Officer (CVO)/Chief, Animal Health Service (AGAH), the direct supervision of the Programme Officer coordinating EPT M&E activities, in close collaboration with the Global EPT/GHSA Coordinator, the One Health coordinators in Africa and Asia, the TCE Emergency and Rehabilitation Officers, and the ECTAD country/regional teams.

Technical Focus

The One Health M&E Analyst will support the development of performance metrics for the One Health work conducted by FAO as part of the GHSA/EPT portfolio, taking stock of the existing global tools and country needs.

Tasks and responsibilities

The incumbent will undertake the following duties and responsibilities:

  • Perform a desk review of the One Health work undertaken by FAO under the EPT/GHSA portfolio during 2014-2019
  • Perform a desk review of the existing One Health performance metrics available in public domain
  • Do an extraction and analysis of One Health EPT/GHSA lessons learnt
  • Develop EPT/GHSA One Health country profiles
  • Develop One Health performance metrics


Minimum Requirements

  • Advanced University degree (for consultants )/ University degree (only for PSA) in public/animal health, public policy, social sciences, research methods, anthropology and/or related fields;
  • At least 5 years of relevant experience in One Health and/or Global Health and 2 years of experience in Monitoring and Evaluation position;
  • For consultant: Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.
  • For PSA: Working Knowledge of English, French or Spanish only.

Technical/Functional Skills

  • Proven record of experience in developing M&E systems/metrics;
  • Familiarity with One Health implementation in the development context;
  • Strong knowledge of/experience with qualitative research methodologies including the Most Significant Change (MSC) methodology.
  • Experience in working with and measuring results of multi-stakeholder platforms and collaborations;
