Job Description

Chemonics seeks an operations and compliance officer for the £13 million U.K. Government Department for International Development’s (DFID) Pakistan Delivering Accelerated Family Planning Behaviour Change Communication (DAFPAK BCC) Programme. DAFPAK BCC seeks to target barriers to using modern family-planning methods. The programme will comprise a multi-channel, multi-message, tailored approach to change attitudes and behaviours, targeting a broad range of stakeholders and incorporating cost-effective strategies such as the use of positive deviance. The specific approaches will be informed by research funded early in the programme’s implementation. Messages will be integrated into all opportunities for face-to-face communication at the household and community levels to overcome remaining individual and community-wide barriers where there is unmet need. These messages will address acceptability and desired fertility, myths and misconceptions, health concerns, the influence of mothers-in-law and husbands, and spousal communication, as well as access barriers through knowledge of service availability. The operations and compliance officer will lead the DAFPAK BCC operations team and provide technical support to the government of Pakistan, other DAFPAK component teams, and other key stakeholders across the health and family-planning sectors. Responsibilities include:

  • Support the team leader in developing and implementing systems for project planning, reporting, and performance management
  • Manage field-office operations and finance, administrative, and other support functions
  • Oversee procurement of goods and services to ensure a fair and transparent process
  • Support efforts to refine programme methodology to ensure value for money, ensure financial payment plan adherence, provide timely and accurate forecasting, and identify and assess financial risk
  • Oversee contract-management plan to measure performance
  • Establish effective and efficient standards and procedures to ensure compliance with U.K. government regulations, Chemonics’ corporate policies, and Pakistani law
  • Update project procedure and policy manuals as necessary
  • Plan and track financial and administrative activities to evaluate needs for implementation
  • Provide financial oversight and management of accounting personnel and procedures according to Chemonics policies, including the preparation of financial statements or other budget figures contractually required by Chemonics and DFID
  • Supervise project human resources, including recruitment, hiring, training, and termination (as necessary) of personnel
  • Provide onsite support for annual audits and reviews
  • Oversee annual performance evaluations for all project employees
  • Supervise and provide regular and constructive feedback to administrative and finance staff
  • Support the team leader in writing reports and briefing papers
  • Ensure compliance with environmental and other contractual regulations, risk management, and all other program operational aspects

Qualifications:

  • Advanced degree in business administration, international development, public health, or a related field
  • Minimum of five years of experience managing DFID contracts, with strong skills in procurement/subcontracting, compliance, financial management, human resources, and client management
  • Demonstrated ability to manage and implement complex DFID-funded public health programs or projects in a developing-country context
  • Knowledge of Pakistani operating environment preferred, including registration, taxes, and labour law
  • Skilled in leading and managing high-performing teams composed of local and international staff
  • Experience recruiting, forming and managing teams, and ensuring the quality of their products
  • Ability to work with cooperating partners in implementing complex programs
  • Demonstrated experience as a project lead prioritizing multiple work assignments in an extremely fast-paced environment, meeting deadlines, exercising professional judgment, and communicating the established program message
  • Demonstrated leadership, versatility, and integrity
  • Fluent written and spoken English
