Moving economies to a more sustainable growth path and achieving global climate goals will require massive new investment in green technologies, urban infrastructure, sustainable methods of production and nature-based solutions. The public sector will not be able to meet these needs, especially given constrained fiscal space of governments following the response to the COVID pandemic. Significantly reducing global warming and adapting to new climate realities requires the full mobilization of the private sector. IFC therefore engages in client countries to mobilize private capital to address climate challenges in an inclusive manner, and channel financing flows and expertise to the countries, sectors and projects that needed most.

Roles and Responsibilities:

Research and strategy formulation:

  • Serve as a focal point on climate change for the EAP Region; maintain contacts with research groups, think tanks, and other WBG teams to develop approaches to address private sector issues in climate change mitigation and adaptation;
  • Support Senior Climate Economist in developing WBG analytical work including Systematic Country Diagnostics, Country Climate Change Development Reports, and Country Private Sector Diagnostics, and related research;
  • Support Regional Head of Operations in the development of IFC regional and country strategies including on climate change mitigation and adaptation;
  • Collaborate with Regional Industry, Climate Business, and Economics departments to support the development of WBG strategic products, thematic research, data analytics tools for business development and upstream work;
  • Collaborate with teams across the WBG and external experts to help develop new tools and frameworks to identify climate mitigation and adaptation opportunities for private sector investment.

Program implementation:

  • Support the implementation of IFC’s climate strategies and the integration of climate change and climate co-benefits considerations into IFC’s investment program and operations in EAP;
  • Collaborate with Regional Industry and Climate Business Departments to improve technical quality of climate aspects of the region’s investments and advisory engagements through providing science-based analytics;
  • Identify areas of support and provide technical assistance in climate risk management, mitigation, and adaptation throughout the project cycle.

Knowledge building and sharing:

  • Share knowledge about latest scientific findings and successful approaches to climate mitigation and adaptation with the IFC operational teams in EAP region;
  • Support the design and development of a climate change good practice database for project examples, technical know-how, and climate indicators to effectively track, extract trends and synthesize lessons learnt; Support the development of resource kits and knowledge materials in coordination with knowledge management leads under Regional Industry departments;
  • Compile briefings for senior management on IFC’s operations, strategy, investment program in EAP region;
  • Develop training modules and participate as trainer in IFC’s capacity building programs.

Selection Criteria:

  • Master’s degree in engineering, energy, environmental or climate science, sustainability, business administration, finance or similar discipline;
  • 6-8 years of professional experience in research or applied work on climate change mitigation and adaptation, in sectors such as agriculture, energy, food production, water, biodiversity, disaster risk management and/or waste management;
  • Prior experience in green technologies, nature-based solutions, sustainability practice, urban infrastructure, carbon accounting, and/or climate risks assessment are important assets;
  • Deep knowledge of industry trends, climate mitigation and adaptation opportunities, and political and economic context in the region;
  • Strong analytical and verbal and communication skills, including the ability to convey key messages clearly and concisely on a variety of topics in a well-structured manner;
  • Excellent organizational and project management skills;
  • Strong inter-personal skills, ability to interact effectively with clients and colleagues from various cultural backgrounds;
  • A proven ability to work flexibly on a range of assignments, adjust to changes in schedule and priorities, and juggle concurrent tasks effectively and efficiently;
  • Excellent command of English, both verbal and written;
  • Fluency in at least one East Asian language is a significant advantage.
