The Middle East and North Africa Region Vice-Presidency (MNA) serves a population of 355 million living in 20 countries. The mission of MNA is to foster sustainable growth with a focus on job creation and poverty reduction, economic and social inclusion, and good governance. The MNA region has enormous potential, but long-standing problems like power shortages, youth unemployment, and lack of access to finance have conspired to hold back economic growth in the region.

The mission of the MNA region is to support the Bank Group’s overarching goals of ending poverty and boosting shared prosperity. A pre-requisite for that is to support efforts towards peace and stability in the Region. The MNA Region is now implementing an ambitious strategy towards that end by a focus on four pillars – “the 4 Rs” – Renewing the social contract; Regional cooperation; Resilience to migration shocks; and Reconstruction and recovery, which apply to different degrees to the various countries in the Region. 

The selected candidate will work directly with and under the supervision of the Tunisia Country Manager (CM) and the general guidance of the Country Director (CD).  He/she will work in close collaboration with the Country Management Unit (CMU), CD, Country Program Coordinator (CPC), Senior Operations Officer (SOOs), Operation Analyst (OA), Program Assistants/Tunisia Office (PAs), Program Leaders (PLs) and other members of the MNC01 CMU. The candidate will be responsible for the following tasks:
Country strategy, portfolio monitoring and operational support:

  • Support the Country Partnership Framework (CPF) development process and implementation.Support oversight of the active project portfolio and project pipeline, working under the supervision of the CM and in coordination with the SOO and other CMU colleagues to ensure quality and timeliness of preparation and implementation support.Support the CM, the SOO, and broader CMU to analyze and monitor portfolio and operational performance, quality and trends, and contribute to problem solving with task teams across sectors and disciplines.Follow-up on actions agreed during periodic country portfolio reviews and proactively highlight issues arising during project preparation or portfolio implementation.Assist the CM and SOO in country program management, including business planning and work program preparation, monitoring of work program, quarterly reviews and progress reporting.Facilitate the preparation of portfolio reviews for Tunisia operations and the preparation of other meetings, as well as participate in supervision and other missions.Support the SOO in managing the Multi Donor Trust Fund (MDTF).Program briefs, event, and mission preparations and delivery.Contribute to the preparation and delivery of high-level visits to Tunisia and WBG-IMF Annual/Spring Meetings, including coordination of meetings with authorities and international partners and preparation of briefing materials.Support the Cm and the SOO in preparing presentations, talking points, PowerPoints and associated documentation for internal and external engagements.

General operational support:

  • Support the CM and SOO’s participation in donor coordination structures, including for the MDTF.Assist on ad hoc tasks, such as preparation of meetings with international partners, consultations with stakeholders, and in-country visits.Work as part of the country management team for Tunisia, including with communications and program assistant staff in the country office.

Selection Criteria:

  • Master’s Degree in a relevant field (Economics, Business Studies, Political Science, Finance, International Relations).
  • Five years of relevant professional experience to the Bank's mission and the position requirements.Outstanding interpersonal skills with proven ability to work cooperatively with a multi-disciplinary country team, other groups throughout the Bank, and development partners.
  • Knowledge of key World Bank strategic, analytical, and financing instruments and full familiarity with Bank policies, procedures, and systems (including safeguards, financial management, and procurement). Demonstrated initiative, and organizational skills, including ability to undertake diverse tasks within a rapidly changing and demanding environment on short deadlines.Political sensitivity and mature judgment; and ability to develop productive and positive relationships with client counterparts.Ability to substantively contribute to high-level events (i.e. with Development Partners, Government, and other stakeholders) and to handle requests, and contribute to sector/ country dialogue. Highly developed spoken and written communications skills; including the ability to draft concise briefs, reports and correspondence.Client Orientation:
