Job description

The position is currently located in the sector project 'Universal Health Coverage' (UHC). The overall project focuses on providing technical and policy advice to the German Federal Ministry for Economic Cooperation and Development (BMZ) on UHC, pandemic preparedness and response and One Health, and on positioning German Development Cooperation in international networks. This supraregional advisory approach is flanked by targeted advisory services and activities at partner and country level.
The 'Rapidly Deployable Expert Group on Health (SEEG)' is composed of experts from a cooperation consortium between GIZ, Robert-Koch-Institute, Bernhard-Nocht-Institute for Tropical Medicine and Charité University and is coordinated by the core team located at SV UHC. Intervention teams are put together to support local partners in preparing for and responding to outbreaks of infectious diseases so that epidemics and pandemics can be detected, diagnosed and brought under control at an early stage. In the context of the COVID-19 pandemic, various country operations are planned for 2020, primarily in Africa and Latin America.

Your tasks

  •  Planning and implementation of short-term SEEG assignments in acute disease outbreaks in partner countries of German Development Cooperation
  •  Advising the client BMZ on health policy issues in the areas of pandemic preparedness / health security and One Health
  •  Advising bilateral / regional development cooperation projects on issues of pandemic preparedness and response, disease surveillance and risk communication
  •  Support for BMZ in the establishment, expansion and support to cooperations/networks in the area of pandemic preparedness; support to establishing/contributing to international processes in this area
  •  Coordination and handling of project-related tasks in the area of pandemic preparedness and at the interface to the area "developing resilient health systems"
  •  Development of concepts and strategies in the area of pandemic preparedness and response (under consideration of a One Health Approach, where applicable)
  •  Design and organization of (international) events in the field of pandemic preparedness / health security
  •  Support and advice for outgoing expert teams

Your profile

  •  Completed university degree in medicine and/or (additional training) Master Public Health or relevant equivalent in tropical medicine/hygiene, or other relevant field
  •  Several years of professional experience in the specialist areas of infectiology/ control of Infectious Diseases/ pandemic preparedness, infectiology/ tropical medicine (medical care of patients with infectious diseases), and / or in the area of One Health
  •  In-depth technical knowledge in the areas of Infectious Diseases/ international health security / biosecurity, One Health (incl. antimicrobial resistance)
  •  Several years of experience abroad and work experience in public health / medical cooperation / health security in / with countries in Africa, Asia or Latin America
  •  Profound expertise in Universal Health Coverage and interface of pandemic preparedness and response with resilient health systems is an advantage for the position
  •  Several years of work experience in German (especially GIZ) and/or international development cooperation is desirable
  •  High willingness and ability to work in a team, excellent consulting skills, high conceptual skills, cooperation and communication skills
  •  Ability to prioritize and work well under time pressure and in fragile contexts
  •  Very good organizational skills, diplomatic skills combined with intercultural competence
  •  Fluent written and spoken German and English are required. Good knowledge of French and/or Spanish is an advantage
