Job Description

Background

In 2017, the Government of Sri Lanka renewed the commitment made in 2015, to implement a comprehensive transitional justice strategy, reflected on Human Rights Council resolution 30/1 (co-sponsored by Sri Lanka). In accordance, Sri Lanka’s Peacebuilding Priority Plan (PPP) was developed in close collaboration with the Government, civil society and development partners with the purpose of embedding sustainable peace. The PPP is also aligned with the global 2030 Agenda for Sustainable Development; specifically with SDG 16: “Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels”. Under the overall guidance of the PPP, UN continues to extend support to the Government of Sri Lanka with innovative programming, operational design and implementation of priority actions identified in key policy frameworks and plans. To this end, UN also works in collaboration with government stakeholders to build capacity by providing integrated and high quality technical support services.

It is in this context, UNDP (on behealf of UN) seeks to recruit a Planning and Coordination Assistant to provide technical assistance to the Ministry of National Policies, Economic Affairs, Resettlement, Rehabilitation, Northern Development, Vocational Training, Skills Development and Youth Affairs to strengthen its planning and coordination efforts around programmes to support overall development of the conflict affected regions.

SCOPE AND OBJECTIVES

Under the direct guidance and supervision of the Ministry of National Policies, Economic Affairs, Resettelement, Rehabilitation, Northern Development, Vocational Training, Skills Development and the Presidential Task Force on Northern and Eastern Provinces Development; the consultant is expected to carry out overall coordination and planning tasks. In addition the consultant will report on updates on progress of assignment.

Duties and Responsibilities

RESPONSIBILITIES/ DELIVERABLES

  • Support to ensure effective coordination between the Ministry and other relevant government stakeholders, donors, UN and implementing partners in advancing the related development interventions;
  • Assist preparation and coordination of policy papers/ cabinet papers, briefing notes, media releases related to Northern and Eastern Provinces development agenda to implement such projects efficiently and effectively;
  • Support, coordinate, follow-up on development initiatives implemented through the Ministry and the Presidential Task Force on Northern and Eastern Provinces Development, including that of land release related matters, housing programmes, reactivation of major industries, fisheries harbour development and other critical development interventions;
  • Produce high quality documentation (including generic correspondence) required by the Secretary;
  • Support and coordinate data collection for monitoring and evaluation mechanisms of the Ministry and the Presidential Task Force on Northern and Eastern Provinces Development;
  • Undertake any other priority tasks assigned by the Secretary of Ministry of National Policies, Economic Affairs, Resettlement, Rehabilitation, Norther Development, Vocational Training, Skills Development and Youth Affairs and the Presidential Task Force on Northern and Eastern Provinces Development on programme and policy related assignments.

Competencies

Experience and competencies:

  • Minimum three (03) years previous relevant work experience i.e.in the peace building, human rights, humanitarian, or development sector;
  • Familiar in working with Sri Lanka public sector;
  • Knowledge of Peacebuilding and project management;
  • Attention to detail, and strong planning and organisational skills;
  • Demonstrated experience coordinating high-level meetings and events;
  • Ability to deliver high quality products in a timely manner within tight deadlines;
  • Excellent research and written language skills in English;
  • Working knowledge of Sinhala/ Tamil is an advantage.

Required Skills and Experience

Education: Bachelor’s degree in Development Studies, Law, International Relations, Economics, Peace and Conflict Studies, Social Sciences, or any other related field.
