The CFE is looking for a Policy Analyst to work on policies for entrepreneurship and the development of small and medium-sized enterprises (SMEs). The selected person will contribute to a range of projects undertaken by the Entrepreneurship Policy and Analysis Unit involving assessments of policies to support business creation and development of related indicators and evidence. This will include analysis and recommendations on inclusive entrepreneurship policy, i.e. policies and programmes to improve equality of opportunities in entrepreneurship, notably among women, youth, seniors and immigrants. The successful candidate will also contribute to other projects, for example on national and regional start-up ecosystems, business incubation, clusters and indicators or entrepreneurship policies. The post will involve preparing analytical reports with policy recommendations, working with online capacity-building tools for policy development by policy makers, and organising workshops and conferences.

The successful candidate will work as part of a team, under the direction of the Head of Unit of Entrepreneurship Policy and Analysis Unit, and will be under the overall supervision of the Head of the Entrepreneurship SME and Tourism (EST) Division.  

Main Responsibilities:

Research, analysis, drafting and data collection:

  • Assemble, check and analyse international data on entrepreneurial activities and barriers, including for disadvantaged and under-represented groups in entrepreneurship.
  • Prepare short discussion papers on youth entrepreneurship policy issues (e.g. effective delivery of support, provision of entrepreneurship finance, provision of entrepreneurship training).
  • Prepare working documents on inclusive entrepreneurship policies in selected countries and on selected inclusive entrepreneurship policy topics, e.g. financing entrepreneurship, building networks for entrepreneurs, providing advice to entrepreneurs.
  • Undertake assessments of international practices in the design and delivery of selected entrepreneurship policy instruments.
  • Prepare case study reports on entrepreneurship in selected countries or regions.
  • Keep abreast of research and policies for entrepreneurship.
  • Supervise preparation of papers by external experts/consultants and review and edit these papers.
  • Draft clear, concise contributions to reports for consideration by OECD committees as well as policy briefs and other communications  aimed at policy-makers and wider audiences.
  • Draft other documents, such as seminar proceedings and meeting minutes.

Liaison and representation:

  • Develop and maintain working relations with senior officials in national administrations and international organisations, as well as colleagues in CFE and across the organisation in developing joint outputs.
  • Lead and contribute to the organisation of seminars, conferences and workshops.
  • Participate in missions and represent the OECD in relevant international and national fora and deliver presentations and papers.
  • Keep abreast of policy issues and general developments in the area of policies for entrepreneurship.

Ideal Candidate Profile:

Academic Background:

  • An advanced university degree in economics, social sciences or a related field.

Professional Background:

  • A minimum of three, preferably five years' experience in policies for entrepreneurship, acquired in a policy environment or research institution.
  • Sound knowledge of the theory and practice of entrepreneurship policies.
  • Experience in research and analytical activities, excellent drafting skills, ability to organise and summarise complex material clearly.
  • Proven ability to organise and manage projects within strict deadlines and budget with a minimum of supervision.

Languages:

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
  • Knowledge of other languages would be an asset.
