Job Description

Key Results

 Development and implementation of coherent, integrated and effective policy assistance and governance work supporting member states at country level.

Key Functions

 Leads the preparation of policy papers on social protection and its links with food and nutrition security and sustainable agriculture;
 Strengthens the capacity to develop and review policies, programmes, and projects on social protection and FNSSA including the ongoing review of the Malawi National Social Support Programme (MNSSP) to harness complentarities/synergies;
 Supports the MoFEP&D in developing an appropriate policy and legal framework to ensure sustainability of social protection interventions;
 Collaborates with FAO technical teams and TCP/MLW/3502 project coordinators, support the development and implementation guidelines for integrating agriculture and social protection programmes and collaborate with the Unified Beneficiary Registry (UBR) task force on the development and implementation of the National UBR;
 Provides technical and policy support to the MoFEP&D to closely follow up on the implementation of adopted policies in the area of social protection and FNSSA;
 Strengthens collaboration among government, development partners, civil society organizations and private sector to develop, adapt, and implement policies, strategies, and programmes/plans of actions that will effectively contribute to addressing rural poverty and vulnerability by enhancing FNSSA in the country;
 Collaborates with the MoAIWD to strengthen linkages between Social Protection/Support Policy and Agriculture Sector Wide Approach (ASWAp), especially in food security and nutrition as well as in relevant agricultural interventions such as emergency assistance that leverage FNSSA;
 Conduct research studies in the social protection sector in collaboration with ESP Analytical Team to generate evidence and inform decision making;
 Provides support to the EU Delegation in developing the 11th EDF social protection programme with a special attention to build increased synergies with the various interventions in sustainable agriculture and nutrition;
 Prepares reports to FAO, European Union and Government on progress achieved and issues related to FIRST implementation;
 Participates at relevant international/inter-governmental meetings and conferences, advocates strategic partnerships, best practices, and increased policy dialogue and develop and negotiate effective working relationships with national and regional stakeholders and partners;
 Leads and/or participates in resource mobilization activities;
 Performs other duties as required.

Minimum Requirements

 Advanced university degree in agricultural economics, development economics, social protection, social science, food security and nutrition, sustainable agriculture, or a related area;
 Seven years of relevant experience in policy analysis and advice related to social protection, food and nutrition security, and/or sustainable agriculture policy;
 Working knowledge of English;

Technical/Functional Skills

 Work experience in more than one location or areas of work, particularly in field positions is desirable;
 Extent and relevance of experience in the field of policy analysis and advice in the areas of social protection, food and nutrition security, and/or sustainable agriculture policy;
 Extent and relevance of experience in facilitating policy dialogue and capacity development around social protection, food security, nutrition and sustainable agriculture among a wide variety of stakeholders;
 Extent and relevance of experience in resource mobilization
 Extent and relevance of experience in Eastern and Southern Africa is considered a strong asset.
